HOUSE RESOLUTION

  
 
2    WHEREAS, The members of the Illinois House of 
3Representatives wish to congratulate  Billie Jean Miller on the 
4occasion of her 80th birthday on June 23, 2016; and
  
 
5    WHEREAS, Billie Jean Miller was born on June 23, 1936 in 
6Brooklyn; her parents were Nathanial O'Bannon, Sr. and Annie 
7Mae Walton O'Bannon; she married Henry Lee Miller, Sr. in 1954; 
8and
  
 
9    WHEREAS, Billie Jean Miller has been a resident of 
10Centreville for over 50 years and has been a pillar of the 
11community of East St. Louis all of her adult life; she is the 
12owner of Billie's Pastries in East St. Louis, which has become 
13a community fixture and social gathering place to discuss 
14current events, exchange ideas, and address issues impacting 
15the City of East St. Louis; and
  
 
16    WHEREAS, Billie Jean Miller and her husband founded 
17Billie's Pastries as an additional source of income, a source 
18of pride, a blueprint for entrepreneurial advancement, and as a 
19legacy to be passed on to their children and grandchildren; and
  
 
20    WHEREAS, Billie Jean Miller has been the steadfast 
21matriarch and guiding force in the raising of her children,

1Henry Lee Miller, Jr., Otis Miller, Tara Patree Foster, 
2Marchella Miller, Raynard Miller, Karen Clay, Chree Mimms, Gina 
3Jackson, and Marlon Miller, as well as her many grandchildren, 
4some of whom have assumed the responsibility of maintaining 
5Billie's Pastries; she is also the loving sister of Reverend 
6Eddie Lee O'Bannon, Sr., Russell O'Bannon, and Sarah Simms; and
  
 
7    WHEREAS, Billie Jean Miller celebrated her 80th birthday on 
8July 30, 2016 at the Church of the Living God Crossroads 
9Community Center in Caseyville; therefore, be it
  
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 
11NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
12congratulate Billie Jean Miller on the occasion of her 80th 
13birthday and wish her many happy and healthy years to come; and 
14be it further
  
 
15    RESOLVED, That a suitable copy of this resolution be 
16presented to Billie Jean Miller as a symbol of our esteem and 
17respect.
