HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are saddened to learn of the death of Bishop Charles Richard Phillips of Aurora, who passed away on December 2, 2016; and

WHEREAS, Bishop Phillips was born in Holly Springs, Mississippi to Joseph and Velma Phillips on February 14, 1948; he moved to Aurora at a young age; he studied Christian Education at Moody Bible Institute in Chicago; he received his diploma from the American Association of Christian Counselors and earned his Bachelor of Arts and Masters of Arts in Ministry from the Newburgh Theological Seminary; and

WHEREAS, Bishop Phillips was consecrated in the Bishopric at the Hilton Memorial Chapel in Dale City, Virginia by the Lord's Churches, Fellowship and Ministries, Inc.; in 1988, he organized the New Covenant Apostolic Ministry which later became New Covenant Full Gospel Church; he owned and managed the Covenant House Transitional Living Facility for Men in Aurora; and

WHEREAS, Bishop Phillips was owner, operator, and manager of Phillips Hair Studio in Aurora for over 30 years; and

WHEREAS, Bishop Phillips served as President of the Neighborhood Inner Circle Association; he was elected in 2011 as the President of the Fox Valley Christian Ministerial Alliance in Aurora; and

WHEREAS, Bishop Phillips was preceded in death by his parents; and

WHEREAS, Bishop Phillips is survived by his wife, L. Marie Phillips; his children; and other family members and friends; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Bishop Charles Richard Phillips, and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Bishop Phillips as an expression of our deepest sympathy.
