2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are
saddened to learn of the death of Frank H. | ||||||
4 | "Bud" Paschen, who passed
away on December 12, 2016, at the age | ||||||
5 | of 80; and
| ||||||
6 | WHEREAS, To the world, Frank Paschen will be remembered for | ||||||
7 | his
strong entrepreneurial spirit and shrewd business acumen; | ||||||
8 | as a fourth-generation
contractor, he built up the company that | ||||||
9 | his
family founded in the City of Chicago, dating back nearly a | ||||||
10 | century and
half to the Great Chicago Fire of 1871; and
| ||||||
11 | WHEREAS, Frank Paschen was the founder, chairman, and life | ||||||
12 | behind F.H. Paschen
S. N. Nielsen and its associated companies; | ||||||
13 | and | ||||||
14 | WHEREAS, Frank Paschen began working in the family business | ||||||
15 | at a
very young age; he started as a laborer for Paschen | ||||||
16 | Contractors and continued to work for the firm as an estimator | ||||||
17 | through his
college studies at Northwestern University, where | ||||||
18 | he graduated with a
degree in civil engineering in 1959; and | ||||||
19 | WHEREAS, Frank Paschen was instrumental in helping his | ||||||
20 | family
business grow into one
of the largest and most | ||||||
21 | prestigious construction companies in Chicago; his company was |

1 | responsible for helping build two landmark
structures in the | ||||||
2 | City, the McCormick Place and the IBM Building; and | ||||||
3 | WHEREAS, Seeking further opportunities for growth, Frank | ||||||
4 | Paschen
ventured out on his own in 1975, founding his own | ||||||
5 | company,
which performed primarily remodeling and | ||||||
6 | rehabilitation work in the
Chicago area; and | ||||||
7 | WHEREAS, Frank Paschen possessed an incredible ability to | ||||||
8 | envisage
emerging markets; coupled with the acquisition of both | ||||||
9 | S.N. Nielsen
Company and Paschen Contractors, Inc., he managed | ||||||
10 | to build his company
into a multi-million dollar enterprise | ||||||
11 | which, to-date, operates in 25
states, completing projects in | ||||||
12 | commercial, industrial, and civil
industries; and | ||||||
13 | WHEREAS, Today, F.H. Paschen and S.N. Nielsen employs | ||||||
14 | thousands of
workers each year; his company takes on every | ||||||
15 | aspect of a
construction project; as head of his company, he | ||||||
16 | meticulously oversaw each facet of his company in order to | ||||||
17 | maintain
the Paschen standard that has distinguished the | ||||||
18 | company throughout its
history; and
| ||||||
19 | WHEREAS, Frank Paschen recognized the need to give back to | ||||||
20 | the
community; he shared his desire for industry and | ||||||
21 | entrepreneurship with the youth, acting as principal-for-a-day | ||||||
22 | in the Chicago Public Schools
and adopting in-need schools, |

1 | such as Howland School and the Ace
Technical Charter School; | ||||||
2 | and | ||||||
3 | WHEREAS, Frank Paschen was preceded in death by his | ||||||
4 | daughter, Sarah, and his brother, Harry Jay Paschen; and
| ||||||
5 | WHEREAS, Frank Paschen is survived by his loving wife, | ||||||
6 | Dianne M. (Tieken) Paschen; his dear children, Debora, Jeanne | ||||||
7 | (David), Mary,
Frank Henry (Joanne), Tony (Kari), Paul (Anne), | ||||||
8 | Elisabeth (John),
and Daniel (Kauren); his dearest | ||||||
9 | grandchildren, Brooke,
Isabella, and Lillian Rose; his | ||||||
10 | siblings, Laverne (Walker) Finney; and his many fond nieces and | ||||||
11 | nephews; and
| ||||||
12 | WHEREAS, Frank Paschen was a hard-working, true visionary | ||||||
13 | who
served to inspire not only his colleagues, staff, and | ||||||
14 | family, but
also, to serve as a shining example to every | ||||||
15 | Illinoisan; therefore, be it
| ||||||
16 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
17 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
18 | mourn the passing of Frank H. Paschen, and extend our sincere | ||||||
19 | condolences to his family, friends, and all who knew and loved | ||||||
20 | him; and be it further
| ||||||
21 | RESOLVED, That a suitable copy of this resolution be |

family of Frank Paschen as a symbol of our | ||||||
2 | deepest sympathy and
appreciation for his remarkable | ||||||
