Amend the Board of Higher Education Act. Requires the Board of Higher Education to establish a Big Ten Feasibility Study Commission to deliberate and determine the feasibility of having another public university in this State become a part of the Big Ten Conference and how this might be accomplished, while remaining revenue neutral to this State. Sets forth the membership of the Commission, and provides that members shall serve without compensation and without reimbursement for their expenses. Requires the Commission to meet within 90 days after the effective date of the amendatory Act, to hold public hearings, to invite witnesses of interest, to take testimony, and to file a report with the General Assembly and the Board on or before January 1, 2016. Dissolves the Commission upon filing of the report, and repeals these provisions on January 1, 2017. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Board of Higher Education Act is amended by |
5 | | adding Section 9.34 as follows: |
6 | | (110 ILCS 205/9.34 new) |
7 | | Sec. 9.34. Big Ten Feasibility Study Commission. |
8 | | (a) The Board shall establish a Big Ten Feasibility Study |
9 | | Commission to deliberate and determine the feasibility of |
10 | | having another public university in this State become a part of |
11 | | the Big Ten Conference and how this might be accomplished, |
12 | | while remaining revenue neutral to this State. |
13 | | (b) The Commission shall be comprised of all of the |
14 | | following members: |
15 | | (1) One member of the Senate, appointed by the |
16 | | President of the Senate. |
17 | | (2) One member of the Senate, appointed by the Minority |
18 | | Leader of the Senate. |
19 | | (3) One member of the House of Representatives, |
20 | | appointed by the Speaker of the House. |
21 | | (4) One member of the House of Representatives, |
22 | | appointed by the Minority Leader of the House. |
23 | | (5) The Executive Director of the Board or his or her |
