AMENDMENT TO SENATE BILL 112




2    AMENDMENT NO. ______. Amend Senate Bill 112 by replacing 
3everything after the enacting clause with the following:


 
 
4    "Section 5. The Board of Higher Education Act is amended  by 
5adding Section 9.34 as follows:
 
6    (110 ILCS 205/9.34 new)
7    Sec. 9.34. Major Athletic/Academic Conference Feasibility 
8Study Commission.
9    (a)    The Board shall establish a Major Athletic/Academic 
10Conference Feasibility Study Commission to deliberate and 
11determine the feasibility of having another public university 
12in this State become a part of a major athletic/academic 
13conference and how this might be accomplished, while remaining 
14revenue neutral to this State.
15    (b)    The Commission shall be comprised of all of the 
16following members:

1        (1)    One member of the Senate, appointed by the 
2    President of the Senate.
3        (2)    One member of the Senate, appointed by the Minority 
4    Leader of the Senate.
5        (3)    One member of the House of Representatives, 
6    appointed by the Speaker of the House.
7        (4)    One member of the House of Representatives, 
8    appointed by the Minority Leader of the House.
9        (5)    The Executive Director of the Board or his or her 
10    designee.
11        (6)   A resident of this State who is the parent of a 
12    student attending an out-of-state university that is a 
13    member of a major athletic/academic conference, appointed 
14    by the Executive Director of the Board.
15        (7)    A resident of this State who is a student attending 
16    an out-of-state university that is a member of a major 
17    athletic/academic conference, appointed by the Executive 
18    Director of the Board.
19        (8)    A resident of this State who is the parent of a 
20    student attending a public university in this State other 
21    than the University of Illinois, appointed by the Executive 
22    Director of the Board.
23    Members of the Commission shall serve without compensation 
24and without reimbursement for their expenses.
25    (c)    The Commission shall meet initially at the call of the 
26Executive Director of the Board, which meeting must take place

1within 90 days after the effective date of this amendatory Act 
2of the 99th General Assembly.
3    (d)    The Commission shall hold public hearings, invite 
4witnesses of interest, take testimony, and file a report with 
5the General Assembly and the Board on or before January 1, 2016 
6concerning the Commission's findings and recommendations.  Upon 
7filing its report, the Commission is dissolved.
8    (e)    This Section is repealed on January 1, 2017. 
 
 
9    Section 99. Effective date. This Act takes effect upon 
10becoming law.".
