AMENDMENT TO SENATE BILL 276




2    AMENDMENT NO. ______. Amend Senate Bill 276 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The Illinois Procurement Code is amended  by 
5adding Section 15-50 as follows:
 
6    (30 ILCS 500/15-50 new)
7    Sec. 15-50. Pre-bid conferences. A State agency which holds 
8a pre-bid conference before letting a contract for services 
9shall hold the pre-bid conference at a location in the area 
10where the services are to be rendered, or, if it is not 
11feasible to hold the pre-bid conference at such a location, 
12then the State agency must allow the use of technology to 
13enable potential bidders to access and participate in the 
14pre-bid conference without being physically present. A State 
15agency holding a pre-bid conference must provide notice of the 
16pre-bid conference to businesses listed in the Department of

1Transportation's Disadvantaged Business Enterprise Directory, 
2the Department of Central Management Services' Business 
3Enterprise Program, and the Chief Procurement Office's Small 
4Business Vendors Directory at least 30 days prior to the date 
5of the pre-bid conference. Nothing in this Section shall 
6preclude a State agency from implementing its own 
7pre-qualification, certification, disclosure, and registration 
8requirements necessary to conduct and manage its program 
9operation.".
