| 1 | AMENDMENT TO SENATE BILL 276

| 2 | AMENDMENT NO. ______. Amend Senate Bill 276 by replacing | ||||||
| 3 | everything after the enacting clause with the following:
| ||||||
| 4 | "Section 5. The Illinois Procurement Code is amended by | ||||||
| 5 | adding Sections 15-50 and 30-40 as follows: | ||||||
| 6 | (30 ILCS 500/15-50 new) | ||||||
| 7 | Sec. 15-50. Mandatory bidder or offeror meeting. A State | ||||||
| 8 | agency that holds a mandatory bidder or offeror meeting before | ||||||
| 9 | the due date for bids or offers in a solicitation for services | ||||||
| 10 | shall hold the bidder or offeror meeting at a location in the | ||||||
| 11 | area where the services are to be rendered, or, if it is not | ||||||
| 12 | feasible to hold the bidder or offeror meeting at such a | ||||||
| 13 | location, then the State agency must make reasonable efforts to | ||||||
| 14 | allow the use of technology to enable potential bidders or | ||||||
| 15 | offerors to access and participate in the bidder or offeror | ||||||
| 16 | meeting without being physically present. | ||||||

| 1 | A State agency holding a mandatory bidder or offeror | ||||||
| 2 | meeting must provide notice of the bidder or offeror meeting in | ||||||
| 3 | the online electric Illinois Procurement Bulletin at least 21 | ||||||
| 4 | days prior to the date of the bidder or offeror meeting. | ||||||
| 5 | Nothing in this Section shall preclude a State agency from | ||||||
| 6 | implementing its own pre-qualification, certification, | ||||||
| 7 | disclosure, and registration requirements necessary to conduct | ||||||
| 8 | and manage its program operation. | ||||||
| 9 | (30 ILCS 500/30-40 new) | ||||||
| 10 | Sec. 30-40. Diversity in construction mentorship program.
| ||||||
| 11 | Within one year of the effective date of this amendatory Act of | ||||||
| 12 | the 99th General Assembly, the Capital Development Board shall | ||||||
| 13 | establish, by administrative rule, a 4-year construction | ||||||
| 14 | diversity mentorship program between the Capital Development | ||||||
| 15 | Board contractors and minority-owned, female-owned, and | ||||||
| 16 | veteran-owned contractors and subcontractors. The mentorship | ||||||
| 17 | program shall be designed to ensure and facilitate increased | ||||||
| 18 | minority participation in construction contracts.".
