| 5 | | with "practicable: (1) competitive"; and

| 6 | | on page 9, by replacing line 12 with the following:

| 7 | | "goals (a) through (i); and (2) member states shall consider |
| 8 | | amending any structural rules governing legislative districts, |
| 9 | | including, but not limited to, requirements that districts are |
| 10 | | nested, if amending the rules will further provide racial and |
| 11 | | language minorities with the equal opportunity to participate |
| 12 | | in the political process; create crossover, coalition, or |
| 13 | | influence districts; or respect communities of interest.".
