AMENDMENT TO SENATE BILL 628

2    AMENDMENT NO. ______. Amend Senate Bill 628 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Vehicle Code is amended by
5changing Section 3-661 as follows:
 
6    (625 ILCS 5/3-661)
7    Sec. 3-661. Illinois Route 66 license plates.
8    (a) The Secretary, upon receipt of all applicable fees and
9applications made in the form prescribed by the Secretary, may
10issue special registration plates designated as Illinois Route
1166 license plates. The special plates issued under this Section
12shall be affixed only to passenger vehicles of the first
13division, motorcycles having an engine over 150cc, or motor
14vehicles of the second division weighing not more than 8,000
15pounds. Plates issued under this Section shall expire according
16to the multi-year procedure established by Section 3-414.1 of

1this Code.
2    (b) The design and color of the special plates shall be
3wholly within the discretion of the Secretary. The Secretary
4may, in his or her discretion, allow the plates to be issued as
5vanity or personalized plates in accordance with Section
63-405.1 of this Code. The plates are not required to designate
7"Land of Lincoln", as prescribed in subsection (b) of Section
83-412 of this Code. The Secretary, in his or her discretion,
9shall approve and prescribe stickers or decals as provided
10under Section 3-412. The Secretary must issue a version of the
11special registration plates authorized under this Section in a
12form appropriate for motorcycles.
13    (c) An applicant for the special plate shall be charged a
14$40 fee for original issuance in addition to the appropriate
15registration fee. Of this fee, $25 shall be deposited into the
16Illinois Route 66 Heritage Project Fund and $15 shall be
17deposited into the Secretary of State Special License Plate
18Fund, to be used by the Secretary to help defray the
19administrative processing costs.
20    For each registration renewal period, a $27 fee, in
21addition to the appropriate registration fee, shall be charged.
22Of this fee, $25 shall be deposited into the Illinois Route 66
23Heritage Project Fund and $2 shall be deposited into the
24Secretary of State Special License Plate Fund.
25    (d) The Illinois Route 66 Heritage Project Fund is created
26as a special fund in the State treasury. Subject to

1appropriation by the General Assembly and distribution by the
2Secretary, Illinois Route 66 Heritage Project, Inc. shall use
3all moneys in the Illinois Route 66 Heritage Project Fund for
4the development of tourism, through education and
5interpretation, preservation, and promotion of the former U.S.
6Route 66 in Illinois.
