| 3 | | on page 1, line 9, after "with", by inserting "co-occurring |

| 5 | | on page 1, by replacing lines 18 through 21, with the |
| 6 | | following: "offer choice to all individuals with serious mental |
| 7 | | illness or co-occurring mental illness and substance use |
| 8 | | disorders or conditions who choose to live in the community, |
| 9 | | and for whom the community is the appropriate setting, |
| 10 | | including those but are at risk of institutional care, the |
| 11 | | Office of".
