| 1 | | AN ACT concerning elections.
|
| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Election Code is amended by changing Section |
| 5 | | 5-17 as follows:
|
| 6 | | (10 ILCS 5/5-17) (from Ch. 46, par. 5-17)
|
| 7 | | Sec. 5-17.
If the county clerk determines, as provided in |
| 8 | | Section 5-16.1, to have
precinct registration in the county, |
| 9 | | the board of county commissioners
shall, prior to any general |
| 10 | | state election held in the month of November of
any even |
| 11 | | numbered year designate a day or days and shall designate
|
| 12 | | convenient places in the townships or cities or villages or |
| 13 | | incorporated
towns for registration of voters. Such day or days |
| 14 | | shall not be more than
36 nor less than 28 days before such |
| 15 | | election. Notwithstanding any other provision of law to the |
| 16 | | contrary, online voter registration shall be open for no more |
| 17 | | than 36 nor less than 7 days before such election.

| 18 | | The provisions of Section 5-3 of this Article shall apply |
| 19 | | to the
selection of places of registration under this Section |
| 20 | | and the provisions
of Section 5-3 relative to the attendance of |
| 21 | | police officers during the
conduct of such registration shall |
| 22 | | also apply.
|
| 23 | | The officers of registration chosen to conduct |

| 1 | | registrations under the
provisions of this Section shall be |
| 2 | | chosen by the county clerk.
|
| 3 | | In choosing officers of registration, the county clerk |
| 4 | | shall choose only
persons residing in the township in which the |
| 5 | | place of registration is
located. He shall choose, in each |
| 6 | | precinct, 3 officers of registration, at
least one from each of |
| 7 | | the 2 major political parties. The county clerk may
appoint |
| 8 | | additional officers of registration in precincts which have had
|
| 9 | | sudden increases in population.
|
| 10 | | The officers so chosen shall be voters registered under the |
| 11 | | provisions
of this Article 5, and shall have the same |
| 12 | | qualifications and take the same
oath as required of |
| 13 | | registration officers under Section 5-4 of this Article
5, and |
| 14 | | shall be subject to the same penalties.
|
| 15 | | The places of registration designated by the board of |
| 16 | | county
commissioners under the provisions of this Section shall |
| 17 | | be open from 8
a.m. to 9 p.m. on such day or days as may be |
| 18 | | specified by the board of
county commissioners.
|
| 19 | | Registration under this Section shall be made in the same |
| 20 | | manner as
provided for precinct registration under the |
| 21 | | provisions of this Article 5,
but the canvass of registration |
| 22 | | shall be made by 2 registration officers of
different political |
| 23 | | affiliations, said registration officers to be
designated by |
| 24 | | the county clerk and the hearing and final revision of the
|
| 25 | | registry heretofore conducted by the board of revision shall be |
| 26 | | performed
by the county clerk or his deputy on the Monday and |
|

| 1 | | Tuesday following
precinct registration. Said revision under |
| 2 | | this Section shall take place at
the office of the county clerk |
| 3 | | between the hours of 9 a.m. and 9 p.m.
|
| 4 | | The registration officers shall make their returns to the |
| 5 | | county clerk
not later than noon of the day following the last |
| 6 | | day of the canvass of
registration provided by this Section.
|
| 7 | | The election authorities shall issue credentials to |
| 8 | | registration day pollwatchers
in the manner and on the terms |
| 9 | | prescribed in Section 17-23 with respect
to pollwatchers at |
| 10 | | elections. Registration day pollwatchers shall be allowed
to |
| 11 | | see the names and addresses of the people who have registered |
| 12 | | during
the course of the day.
|
| 13 | | No person shall, at any precinct registration or |
| 14 | | reregistration, do any
electioneering or soliciting of votes or |
| 15 | | engage in any political discussion
within any precinct |
| 16 | | registration place or within 30 feet thereof. Nothing
in this |
| 17 | | Act shall be construed to prohibit any candidate from being |
| 18 | | present
in or near any precinct registration place. All persons |
| 19 | | who register to
vote at any precinct registration place must be |
| 20 | | residents of the precinct
in which they register.

| 22 | | Section 99. Effective date. This Act takes effect upon |
| 23 | | becoming law.
