SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/18-8.20 new

    Amends the School Code. If and only if Senate Bill 1 of the 99th General Assembly becomes law, amends the School Code to provide that the amount of State aid under the new State aid formula for which each school district is eligible shall be no less than the amount of the State aid entitlement that was received by the district under the previous State aid formula for the 2014-2015 school year. Provides that if a school district qualifies to receive a supplementary payment, the amount of State aid under the new State aid formula that the district is eligible to receive for each school year shall be no less than the amount of the State aid entitlement that was received by the district under the previous State aid formula for the 2014-2015 school year. Provides that if a school district is to receive State aid under the new State aid formula for the 2015-2016 school year and any subsequent school year that in any such school year is less than the amount of the State aid entitlement that the district received for the 2014-2015 school year, the school district shall also receive, from a separate appropriation, a supplementary payment that is equal to the amount of the difference in the State aid figures. Effective immediately or on the date Senate Bill 1 of the 99th General Assembly takes effect, whichever is later.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. If and only if Senate Bill 1 of the 99th General
5Assembly becomes law, the School Code is amended by adding
6Section 18-8.20 as follows:
 
7    (105 ILCS 5/18-8.20 new)
8    Sec. 18-8.20. Supplementary grants in aid.
9    (a) Notwithstanding any other provision in Section 18-8.15
10of this Code, the amount of State aid under Section 18-8.15 for
11which each school district is eligible shall be no less than
12the amount of the State aid entitlement that was received by
13the district under Section 18-8-8.05 of this Code for the
142014-2015 school year, pursuant to the provisions of Section
1518-8.05 as it was then in effect. If a school district
16qualifies to receive a supplementary payment made under this
17Section, the amount of State aid under Section 18-8.15 of this
18Code that the district is eligible to receive for each school
19year shall be no less than the amount of the State aid
20entitlement that was received by the district under Section
2118-8-8.05 of this Code for the 2014-2015 school year, pursuant
22to the provisions of Section 18-8.05 as it was then in effect.
23    (b) If, as provided in subsection (a) of this Section, a

1school district is to receive State aid under Section 18-8.15
2of this Code for the 2015-2016 school year and any subsequent
3school year that in any such school year is less than the
4amount of the State aid entitlement that the district received
5for the 2014-2015 school year, the school district shall also
6receive, from a separate appropriation made for the purposes of
7this Section, a supplementary payment that is equal to the
8amount of the difference in the State aid figures as described
9in subsection (a) of this Section.
 
10    Section 99. Effective date. This Act takes effect upon
11becoming law or on the date Senate Bill 1 of the 99th General
12Assembly takes effect, whichever is later.
