| 5 | | on page 6, immediately below line 11, by inserting the |

| 8 | | Sec. 26.
(a) Except as provided in subsection (a-5), any |
| 9 | | Any person who violates any provision of this Act or any valid

| 10 | | rule, regulation, permit or order of the Department

| 11 | | hereunder, or who repeats or continues the violation
thereof, |

be subject to a civil penalty

| 16 | | subject to a civil penalty not to exceed $5,000 for every act |
