| 2 | | AMENDMENT NO. ______. Amend Senate Bill 1408 as follows:

| 3 | | on page 1, line 14, immediately after "$2,000.", by inserting |
| 4 | | the following:
|
| 5 | | "A home rule unit may not regulate these fees in a manner that |
| 6 | | is inconsistent with this Section. This Section is a limitation |
| 7 | | under subsection (i) of Section 6 of Article VII of the |
| 8 | | Illinois Constitution on the concurrent exercise by home rule |
| 9 | | units of powers and functions exercised by the State."; and

| 10 | | on page 2, line 1, immediately after "$1,500.", by inserting |
| 11 | | the following:

| 12 | | "A home rule unit may not regulate these fees in a manner that |
