1 | AMENDMENT TO SENATE BILL 1679

2 | AMENDMENT NO. ______. Amend Senate Bill 1679 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 5. The School Code is amended by adding Section | ||||||
5 | 2-3.163 as follows: | ||||||
6 | (105 ILCS 5/2-3.163 new) | ||||||
7 | Sec. 2-3.163. Virtual education review committee. | ||||||
8 | (a) The State Superintendent of Education shall establish a | ||||||
9 | review committee to review virtual education and course choice. | ||||||
10 | The review committee shall consist of all of the following | ||||||
11 | individuals appointed by the State Superintendent: | ||||||
12 | (1) One representative of the State Board of Education, | ||||||
13 | who shall serve as chairperson. | ||||||
14 | (2) One parent. | ||||||
15 | (3) One educator representing a statewide professional | ||||||
16 | teachers' organization. |

1 | (4) One educator representing a different statewide | ||||||
2 | professional teachers' organization. | ||||||
3 | (5) One educator representing a professional teachers' | ||||||
4 | organization in a city having a population exceeding | ||||||
5 | 500,000. | ||||||
6 | (6) One school district administrator representing an | ||||||
7 | association that represents school administrators. | ||||||
8 | (7) One school principal representing an association | ||||||
9 | that represents school principals. | ||||||
10 | (8) One school board member representing an | ||||||
11 | association that represents school board members. | ||||||
12 | (9) One special education administrator representing | ||||||
13 | an association that represents special education | ||||||
14 | administrators. | ||||||
15 | (10) One representative of a school district in a city | ||||||
16 | having a population exceeding 500,000. | ||||||
17 | (11) One school principal representing an association | ||||||
18 | that represents school principals in a city having a | ||||||
19 | population exceeding 500,000. | ||||||
20 | (12) One representative of an education advocacy group | ||||||
21 | that works with parents. | ||||||
22 | (13) One representative of an education public policy | ||||||
23 | organization. | ||||||
24 | (14) One representative of an institution of higher | ||||||
25 | education. | ||||||
26 | (15) One representative of a virtual school in this |

1 | State. | ||||||
2 | The review committee shall also consist of all of the following | ||||||
3 | members appointed as follows: | ||||||
4 | (A) One member of the Senate appointed by the President | ||||||
5 | of the Senate. | ||||||
6 | (B) One member of the Senate appointed by the Minority | ||||||
7 | Leader of the Senate. | ||||||
8 | (C) One member of the House of Representatives | ||||||
9 | appointed by the Speaker of the House of Representatives. | ||||||
10 | (D) One member of the House of Representatives | ||||||
11 | appointed by the Minority Leader of the House of | ||||||
12 | Representatives. | ||||||
13 | Members of the review committee shall serve without | ||||||
14 | compensation, but, subject to appropriation, members may be | ||||||
15 | reimbursed for travel. | ||||||
16 | (b) The review committee shall meet at least 4 times, at | ||||||
17 | the call of the chairperson, to review virtual education and | ||||||
18 | course choice. This review shall include a discussion on | ||||||
19 | virtual course access programs, including the ability of | ||||||
20 | students to enroll in online coursework and access technology | ||||||
21 | to complete courses. The review committee shall make | ||||||
22 | recommendations on changes and improvements and provide best | ||||||
23 | practices for virtual education and course choice in this | ||||||
24 | State. The review committee shall determine funding mechanisms | ||||||
25 | and district cost projections to administer course access | ||||||
26 | programs. |

1 | (c) The State Board of Education shall provide | ||||||
2 | administrative and other support to the review committee. | ||||||
3 | (d) The review committee shall report its findings and | ||||||
4 | recommendations to the Governor and General Assembly no later | ||||||
5 | than May 31, 2016. Upon filing its report, the review committee | ||||||
6 | is dissolved. | ||||||
7 | (e) This Section is repealed on June 1, 2016.

8 | Section 99. Effective date. This Act takes effect upon | ||||||
9 | becoming law.".
