AMENDMENT TO SENATE BILL 1745




2    AMENDMENT NO. ______. Amend Senate Bill 1745 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The Counties Code is amended  by adding Section 
55-1022.5 as follows:
 
6    (55 ILCS 5/5-1022.5  new)
7    Sec. 5-1022.5. Sole source procurement.  Purchases of and 
8contracts for goods and services which by their nature are not 
9adapted to award by competitive bidding shall not be subject to 
10the competitive bidding requirements of this Code, including, 
11but not limited to: contracts for the services of individuals 
12possessing a high degree of professional skill where the 
13ability or fitness of the individual plays an important part; 
14purchases of and contracts for supplies, materials, parts, or 
15equipment which are available only from a single source; 
16purchases of or contracts for printing of finance committee

1pamphlets, comptroller's estimates, and departmental reports; 
2contracts for the printing or engraving of bonds, tax warrants, 
3and other evidences of indebtedness; purchases of and contracts 
4for utility services such as water, light, heat, telephone, or 
5internet; purchases of and contracts for the purchase of 
6magazines, books, periodicals, and similar articles of an 
7educational or instructional nature; the binding of such 
8magazine, books, periodicals, pamphlets, reports, and similar 
9articles; and purchases of and contracts for maintenance of 
10computer hardware and software.
 

11    Section 99. Effective date. This Act takes effect upon 
12becoming law.".
