1    AN ACT concerning transportation.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  

  
 
4    Section 1. Short title. This Act may be cited as the 
5LaSalle County Transportation Study Act.
 
6    Section 5. LaSalle County Transportation Study.
      
7    (a)   The Department of Transportation shall conduct a

8transportation study on the effects of agricultural,

9manufacturing, mining, and other industrial operations in

10LaSalle County and its bordering counties, and produce a report

11on its findings. The report shall include the following:

12        (1)   impacts of road usage and traffic pattern

13    disruptions by trucking companies;


14        (2)   potential road improvement plans to alleviate the

15    additional highway traffic caused by increased

16    agricultural, manufacturing, and mining operations;

17        (3)   potential for adding new railway terminals and

18    pipelines to alleviate the highway traffic caused by

19    increased industrial operations;

20        (4)   estimates of current and future tourism trends for 
21    the State parks and tourism areas in LaSalle County and the 
22    effects of industrial operations on visitors to those parks 
23    and tourism areas; and

1        (5)   recommendations to the General Assembly as to 
2    whether further legislation or rulemaking is needed to 
3    regulate industrial transportation in this State.


4    (b)   The Department may consult with any agency it deems

5necessary to carry out the study.


6    (c)   The Department shall submit its report and

7recommendations to the General Assembly on or before January 1,

82016.
 
9    Section 10. Expiration.  This Act is repealed on January 1,

102017.


 
11    Section 99. Effective date. This Act takes effect upon 
12becoming law.
