Amends the Public Utilities Act. Provides that the Illinois Commerce Commission shall issue a report evaluating the effectiveness of the 3-year planning and implementation timeline applicable to electric utilities' energy efficiency and demand-response plans and gas utilities' energy efficiency plans through May 31, 2014. Provides for repeal of the provisions on January 1, 2017. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Public Utilities Act is amended by adding |
| 5 | | Section 8-103B as follows:
|
| 6 | | (220 ILCS 5/8-103B new) |
| 7 | | Sec. 8-103B. Energy efficiency study. No later than June |
| 8 | | 30, 2016, the Commission shall issue a report evaluating the |
| 9 | | effectiveness of the 3-year planning and implementation |
| 10 | | timeline applicable to electric utilities' energy efficiency |
| 11 | | and demand-response plans and gas utilities' energy efficiency |
| 12 | | plans as set forth in Sections 8-103 and 8-104 of this Act, |
| 13 | | respectively, through May 31, 2014. |
| 14 | | This Section is repealed on January 1, 2017.

| 15 | | Section 99. Effective date. This Act takes effect upon |
| 16 | | becoming law.
