Amends the State Treasurer Act. Eliminates a provision requiring the State Treasurer to make a record of the name of the person to whom a warrant is made payable upon being presented with a warrant to be countersigned. Requires the State Treasurer to (1) report to the State Comptroller at appropriate intervals but at least once per month (currently, at the close of each month) the amount of money received and paid out by him during that time period, and (2) report to (currently, deposit with) the Comptroller all warrants, properly canceled, which he may have paid.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The State Treasurer Act is amended by changing |
| 5 | | Sections 11 and 14 as follows:
|

| 7 | | Sec. 11.
When any warrant is presented to the State |
| 8 | | Treasurer to be
countersigned, he shall do so if the warrant is |
| 9 | | in proper form and there
are sufficient moneys in the fund to |
| 10 | | pay the warrant. He shall also make a
record of the date and , |
| 11 | | amount of each warrant and name of the person to whom the same |
| 12 | | is made
payable.

| 13 | | Upon request for a wire or electronic transfer of funds |
| 14 | | pursuant to a
warrant payable from the State treasury, the |
| 15 | | State Treasurer may impose upon
and collect from the requesting |
| 16 | | payee a service charge covering all costs
of such transfer.
