| 1 | AMENDMENT TO SENATE BILL 2279

| 2 | AMENDMENT NO. ______. Amend Senate Bill 2279 by replacing | ||||||
| 3 | everything after the enacting clause with the following:
| ||||||
| 4 | "Section 5. The Campus Demonstrations Policy Act is amended | ||||||
| 5 | by changing Section 1 and by adding Section 2.5 as follows:
| ||||||
| 6 | (110 ILCS 10/1) (from Ch. 144, par. 225)
| ||||||
| 7 | Sec. 1. For the purposes of this Act:
| ||||||
| 8 | (a) "State-supported institution of higher learning" means | ||||||
| 9 | the
University of Illinois, Southern Illinois University,
| ||||||
| 10 | Chicago State University, Eastern Illinois University, | ||||||
| 11 | Governors State
University, Illinois State University, | ||||||
| 12 | Northeastern Illinois University,
Northern Illinois | ||||||
| 13 | University, Western Illinois University, and the
public | ||||||
| 14 | community colleges subject to the Public Community College Act, | ||||||
| 15 | and every institution of higher learning approved by the | ||||||
| 16 | Illinois Student Assistance Commission for purposes of the | ||||||
| |||||||
| |||||||
| 1 | monetary award program under Section 35 of the Higher Education | ||||||
| 2 | Student Assistance Act.
| ||||||
| 3 | (b) "Policy on Demonstrations" means an outline of rules | ||||||
| 4 | and regulations
to maintain order on the campus of an | ||||||
| 5 | institution of higher learning in
this State which gives | ||||||
| 6 | special attention to firmness, to insuring that the
civil | ||||||
| 7 | rights of others are not infringed and to establishment of a | ||||||
| 8 | step by
step approach to secure the reasonable operation of | ||||||
| 9 | university or college
activities in case of any disruptive | ||||||
| 10 | activity.

| 12 | (110 ILCS 10/2.5 new) | ||||||
| 13 | Sec. 2.5. Policy on Demonstrations. The Policy on | ||||||
| 14 | Demonstrations of a State-supported institution of higher | ||||||
| 15 | learning must include a statement declaring that the academic | ||||||
| 16 | or athletic scholarship awarded to a student-athlete may not be | ||||||
| 17 | reduced or revoked as a result of the student-athlete's | ||||||
| 18 | participation in or expression of his or her First Amendment | ||||||
| 19 | rights under the United States Constitution. | ||||||
| 20 | This Section is not intended to inhibit the right of | ||||||
| 21 | sectarian
institutions of higher learning to enact generally | ||||||
| 22 | applicable policies
and codes of conduct inspired by their | ||||||
| 23 | faith tradition.".
