1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Child Death Review Team Act is amended by
5changing Section 45 as follows:
 
6    (20 ILCS 515/45)
7    Sec. 45. Child Death Investigation Task Force; pilot
8program. The Child Death Review Teams Executive Council may,
9from funds appropriated by the the Illinois General Assembly to
10the Department and provided to the Child Death Review Teams
11Executive Council for this purpose, or from funds that may
12otherwise be provided for this purpose from other public or
13private sources, establish an 18-month pilot program in the
14Southern Region of the State, as designated by the Department,
15under which a special Child Death Investigation Task Force will
16be created by the Child Death Review Teams Executive Council to
17develop and implement a plan for the investigation of sudden,
18unexpected, or unexplained deaths of children under 18 years of
19age occurring within that region. The plan shall include a
20protocol to be followed by child death review teams in the
21review of child deaths authorized under paragraph (a)(5) of
22Section 20 of this Act. The plan must include provisions for
23local or State law enforcement agencies, hospitals, or coroners

1to promptly notify the Task Force of a death or serious
2life-threatening injury to a child, and for the Child Death
3Investigation Task Force to review the death and submit a
4report containing findings and recommendations to the Child
5Death Review Teams Executive Council, the Director, the
6Department of Children and Family Services Inspector General,
7the appropriate State's Attorney, and the State Representative
8and State Senator in whose legislative districts the case
9arose. The plan may include coordination with any investigation
10conducted under the Children's Advocacy Center Act. By July 1,
112011, the Child Death Review Teams Executive Council shall
12submit a report to the Director, the General Assembly, and the
13Governor summarizing the results of the pilot program together
14with any recommendations for statewide implementation of a
15protocol for the investigation of all sudden, unexpected, or
16unexplained child deaths.
