| 1 | | (a) Beginning with the 2016-2017 school year, the Board |
| 2 | | shall collect from school districts data about programs for |
| 3 | | gifted and talented children, including the total number and |
| 4 | | percentage of programs offered for gifted and talented |
| 5 | | children, organized by grade level, areas of learning, and |
| 6 | | program type; the total number and percentage of students |
| 7 | | enrolled in those programs organized by grade level, areas of |
| 8 | | learning, and program type; the demographic information of |
| 9 | | students enrolled in those programs, including gender, race, |
| 10 | | ethnicity, and income status, organized by grade level, areas |
| 11 | | of learning, and program type; and whether the school district |
| 12 | | or a school uses universal screening as part of its gifted and |
| 13 | | talented identification process. |
| 14 | | (b) Data compiled under this Act must be published on the |
| 15 | | Board's Illinois Report Card website. |
| 16 | | Section 15. Universal screening to identify |
| 17 | | under-enrollment of low-income and minority students in |
| 18 | | programs for gifted and talented children. |
| 19 | | (a) The 5% of school districts with the greatest combined |
| 20 | | percentage point difference between their enrolled student |
| 21 | | population demographics and their gifted and talented student |
| 22 | | population demographics, calculated by totaling percentage |
| 23 | | points across gender, race, ethnicity, and income status |
| 24 | | demographic data for the 2016-2017 school year, shall, subject |
| 25 | | to appropriation, conduct a universal screening for enrolled |

| 1 | | second and fifth graders the following school year. |
| 2 | | (b) The Board shall submit a written report about results |
| 3 | | of the universal screening to the Governor, the State |
| 4 | | Superintendent of Education, the Chairperson of the Board, the |
| 5 | | President of the Senate, the Speaker of the House of |
| 6 | | Representatives, the Minority Leader of the Senate, the |
| 7 | | Minority Leader of House of Representatives, the Chairperson |
| 8 | | and all members of the Senate Education Committee, and the |
| 9 | | Chairperson and all members of the House Elementary and |
| 10 | | Secondary Education: School Curriculum and Policies Committee. |
| 11 | | The report shall compare those districts' 2016-2017 gifted and |
| 12 | | talented data with their 2017-2018 gifted and talented data |
| 13 | | after the results of universal screening are known.

| 14 | | Section 99. Effective date. This Act takes effect upon |
| 15 | | becoming law.".
