AMENDMENT TO SENATE BILL 2970




2    AMENDMENT NO. ______. Amend Senate Bill 2970 by replacing 
3everything after the enacting clause with the following:


 
 
4    "Section 1. Short title. This Act may be cited as the 
5Untapped Potential Act.
 
6    Section 5. Definitions.  In this Act:
7    "Board" means the State Board of Education.
8    "Universal screening" means the use of an assessment 
9instrument that complies with Section 14A-30 of the School Code 
10for all students within a grade level of a school district to 
11identify gifted and talented children, especially students 
12from traditionally underrepresented populations.
13    "Gifted and talented children" means gifted and talented 
14children as defined in Section 14A-20 of the School Code.

 
15    Section 10. Gifted and talented data.

1    (a) Beginning with the 2016-2017 school year, the Board 
2shall collect from school districts data about programs for 
3gifted and talented children, including the total number and 
4percentage of programs offered for gifted and talented 
5children, organized by grade level, areas of learning, and 
6program type; the total number and percentage of students 
7enrolled in those programs organized by grade level, areas of 
8learning, and program type; the demographic information of 
9students enrolled in those programs, including gender, race, 
10ethnicity, and income status, organized by grade level, areas 
11of learning, and program type; and whether the school district 
12or a school uses universal screening as part of its gifted and 
13talented identification process.
14    (b) Data compiled under this Act must be published on the 
15Board's Illinois Report Card website.
 
16    Section 15. Universal screening to identify 
17under-enrollment of low-income and minority students in 
18programs for gifted and talented children. 
19    (a) The 5% of school districts with the greatest combined 
20percentage point difference between their enrolled student 
21population demographics and their gifted and talented student 
22population demographics, calculated by totaling percentage 
23points across gender, race, ethnicity, and income status 
24demographic data for the 2016-2017 school year, shall, subject 
25to appropriation, conduct a universal screening for enrolled

1second and fifth graders the following school year.
2    (b) The Board shall submit a written report about results 
3of the universal screening to the Governor, the State 
4Superintendent of Education, the Chairperson of the Board, the 
5President of the Senate, the Speaker of the House of 
6Representatives, the Minority Leader of the Senate, the 
7Minority Leader of House of Representatives, the Chairperson 
8and all members of the Senate Education Committee, and the 
9Chairperson and all members of the House Elementary and 
10Secondary Education: School Curriculum and Policies Committee. 
11The report shall compare those districts' 2016-2017 gifted and 
12talented data with their 2017-2018 gifted and talented data 
13after the results of universal screening are known.
 
 
14    Section 99. Effective date. This Act takes effect upon 
15becoming law.".
