| 1 | SENATE JOINT RESOLUTION
| ||||||
| 2 | WHEREAS, The citizens of the State of Illinois are | ||||||
| 3 | increasingly using new technologies, including smartphones, in | ||||||
| 4 | their daily lives; and
| ||||||
| 5 | WHEREAS, The usage of such devices includes core day-to-day | ||||||
| 6 | functions like working, banking, and shopping; and
| ||||||
| 7 | WHEREAS, The State of Illinois recently enacted | ||||||
| 8 | legislation to allow for digital "proof of insurance" for | ||||||
| 9 | insuring motor vehicles; and
| ||||||
| 10 | WHEREAS, There exists emerging technology that allows for | ||||||
| 11 | secure digital driver's licenses; and
| ||||||
| 12 | WHEREAS, Our neighboring state of Iowa is already | ||||||
| 13 | developing a mobile application for smartphones to allow for | ||||||
| 14 | digital driver's licenses; and | ||||||
| 15 | WHEREAS, Iowa plans to launch a "pilot program" in 2015 to | ||||||
| 16 | allow for digital driver's licenses, with the hope to offer | ||||||
| 17 | them to its citizens in 2016; and | ||||||
| 18 | WHEREAS, Delaware is also considering legislation to look | ||||||
| 19 | into becoming the first state to issue digital driver's | ||||||
| |||||||
| |||||||
| 1 | licenses; and | ||||||
| 2 | WHEREAS, Illinois has been at the forefront of emerging new | ||||||
| 3 | technologies; therefore, be it
| ||||||
| 4 | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | ||||||
| 5 | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | ||||||
| 6 | CONCURRING HEREIN, that there is created the Electronic | ||||||
| 7 | Driver's License Task Force, consisting of the following | ||||||
| 8 | members:
| ||||||
| 9 | (1) the Governor, or his or her designee; | ||||||
| 10 | (2) the Secretary of State, or his or her designee; | ||||||
| 11 | (3) one member of the General Assembly, appointed by | ||||||
| 12 | the President of the Senate; | ||||||
| 13 | (4) one member of the General Assembly, appointed by | ||||||
| 14 | the Minority Leader of the Senate; | ||||||
| 15 | (5) one member of the General Assembly, appointed by | ||||||
| 16 | the Speaker of the House of Representatives; and | ||||||
| 17 | (6) one member of the General Assembly, appointed by | ||||||
| 18 | the Minority Leader of the House of Representatives; and be | ||||||
| 19 | it further | ||||||
| 20 | RESOLVED, That the Secretary of State's Office shall | ||||||
| 21 | provide staff and administrative support to the Task Force; and | ||||||
| 22 | be it further | ||||||

| 1 | RESOLVED, That the Task Force shall examine and make | ||||||
| 2 | recommendations related to the feasibility and cost of the | ||||||
| 3 | Secretary of State issuing electronic or "virtual" driver's | ||||||
| 4 | licenses to Illinois residents, in addition to currently | ||||||
| 5 | accepted forms of identification; and be it further | ||||||
| 6 | RESOLVED, That the Task Force shall meet at least 3 times | ||||||
| 7 | and shall report its findings to the General Assembly on or | ||||||
| 8 | before December 31, 2015; and be it further | ||||||
| 9 | RESOLVED, That the Task Force shall be dissolved after | ||||||
| 10 | submitting its findings to the General Assembly.
