| 3 | | WHEREAS, The citizens of the State of Illinois are |
| 4 | | increasingly using new technologies, including smartphones, in |
| 5 | | their daily lives; and
|
| 6 | | WHEREAS, The usage of such devices includes core day-to-day |
| 7 | | functions like working, banking, and shopping; and
|
| 8 | | WHEREAS, The State of Illinois recently enacted |
| 9 | | legislation to allow for digital "proof of insurance" for |
| 10 | | insuring motor vehicles; and
|
| 11 | | WHEREAS, There exists emerging technology that allows for |
| 12 | | secure digital driver's licenses; and
|
| 13 | | WHEREAS, Our neighboring state of Iowa is already |
| 14 | | developing a mobile application for smartphones to allow for |
| 15 | | digital driver's licenses; and |
| 16 | | WHEREAS, Iowa plans to launch a "pilot program" in 2015 to |
| 17 | | allow for digital driver's licenses, with the hope to offer |
| 18 | | them to its citizens in 2016; and |
| 19 | | WHEREAS, Delaware is also considering legislation to look |

| 1 | | into becoming the first state to issue digital driver's |
| 2 | | licenses; and |
| 3 | | WHEREAS, Illinois has been at the forefront of emerging new |
| 4 | | technologies; therefore, be it
|
| 5 | | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL |
| 6 | | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES |
| 7 | | CONCURRING HEREIN, that there is created the Electronic |
| 8 | | Driver's License Task Force, consisting of the following |
| 9 | | members:
|
| 10 | | (1) the Governor, or his or her designee; |
| 11 | | (2) the Secretary of State, or his or her designee; |
| 12 | | (3) one member of the General Assembly, appointed by |
| 13 | | the President of the Senate; |
| 14 | | (4) one member of the General Assembly, appointed by |
| 15 | | the Minority Leader of the Senate; |
| 16 | | (5) one member of the General Assembly, appointed by |
| 17 | | the Speaker of the House of Representatives; |
| 18 | | (6) one member of the General Assembly, appointed by |
| 19 | | the Minority Leader of the House of Representatives; and |
| 20 | | (7) the Director of State Police, or his or her |
| 21 | | designee; and be it further |
| 22 | | RESOLVED, That the Secretary of State's Office shall |
| 23 | | provide staff and administrative support to the Task Force; and |

| 1 | | be it further |
| 2 | | RESOLVED, That the Task Force shall examine and make |
| 3 | | recommendations related to the feasibility and cost of the |
| 4 | | Secretary of State issuing electronic or "virtual" driver's |
| 5 | | licenses to Illinois residents, in addition to currently |
| 6 | | accepted forms of identification; and be it further |
| 7 | | RESOLVED, That the Task Force shall meet at least 3 times |
| 8 | | and shall report its findings to the General Assembly on or |
| 9 | | before December 31, 2015; and be it further |
| 10 | | RESOLVED, That the Task Force shall be dissolved after |
| 11 | | submitting its findings to the General Assembly.
