SENATE JOINT RESOLUTION NO. 11

 
2    WHEREAS, The citizens of the State of Illinois are
3increasingly using new technologies, including smartphones, in
4their daily lives; and
 
5    WHEREAS, The usage of such devices includes core day-to-day
6functions like working, banking, and shopping; and
 
7    WHEREAS, The State of Illinois recently enacted
8legislation to allow for digital "proof of insurance" for
9insuring motor vehicles; and
 
10    WHEREAS, There exists emerging technology that allows for
11secure digital driver's licenses; and
 
12    WHEREAS, Our neighboring state of Iowa is already
13developing a mobile application for smartphones to allow for
14digital driver's licenses; and
 
15    WHEREAS, Iowa plans to launch a "pilot program" in 2015 to
16allow for digital driver's licenses, with the hope to offer
17them to its citizens in 2016; and
 
18    WHEREAS, Delaware is also considering legislation to look
19into becoming the first state to issue digital driver's

1licenses; and
 
2    WHEREAS, Illinois has been at the forefront of emerging new
3technologies; therefore, be it
 
4    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
5ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
6CONCURRING HEREIN, that there is created the Electronic
7Driver's License Task Force, consisting of the following
8members:
9        (1) the Governor, or his or her designee;
10        (2) the Secretary of State, or his or her designee;
11        (3) one member of the General Assembly, appointed by
12    the President of the Senate;
13        (4) one member of the General Assembly, appointed by
14    the Minority Leader of the Senate;
15        (5) one member of the General Assembly, appointed by
16    the Speaker of the House of Representatives;
17        (6) one member of the General Assembly, appointed by
18    the Minority Leader of the House of Representatives; and
19        (7) the Director of State Police, or his or her
20    designee; and be it further
 
21    RESOLVED, That the Secretary of State's Office shall
22provide staff and administrative support to the Task Force; and
23be it further

1    RESOLVED, That the Task Force shall examine and make
2recommendations related to the feasibility and cost of the
3Secretary of State issuing electronic or "virtual" driver's
4licenses to Illinois residents, in addition to currently
5accepted forms of identification; and be it further
 
6    RESOLVED, That the Task Force shall meet at least 3 times
7and shall report its findings to the General Assembly on or
8before December 31, 2015; and be it further
 
9    RESOLVED, That the Task Force shall be dissolved after
10submitting its findings to the General Assembly.
