| 2 | | AMENDMENT NO. ___. Amend Senate Joint Resolution 28 by |
| 3 | | replacing everything after the heading with the following:

| 4 | | "WHEREAS, Illinois has more units of local government than |
| 5 | | any state in the country, numbered at over 7,000; and
|
| 6 | | WHEREAS, The General Assembly finds that consolidation of |
| 7 | | units of local government will result in cost-saving for the |
| 8 | | taxpayers; and
|
| 9 | | WHEREAS, The General Assembly finds that consolidation of |
| 10 | | units of local government shall only occur with no reduction in |
| 11 | | the quality of service to taxpayers; and
|
| 12 | | WHEREAS, Lake County and the 31st Legislative District |
| 13 | | would benefit from a study assessing how specific units of |
| 14 | | local government may be consolidated or dissolved; therefore, |
|

| 2 | | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL |
| 3 | | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES |
| 4 | | CONCURRING HEREIN, that the Working Group on Local Government |
| 5 | | Consolidation is created to identify ways to eliminate barriers |
| 6 | | to consolidation and resolve certain discrepancies in the |
| 7 | | Illinois statutes governing local governments and special |
| 8 | | districts in Lake County and the 31st Legislative District; and |
| 9 | | be it further
|
| 10 | | RESOLVED, The Working Group shall consist of the following |
| 11 | | members: |
| 12 | | (1) one member of the Senate appointed by the President |
| 13 | | of the Senate, who shall serve as chair; |
| 14 | | (2) one member of the Senate appointed by the Senate |
| 15 | | Minority Leader; |
| 16 | | (3) one member of the House of Representatives |
| 17 | | appointed by the Speaker of the House; |
| 18 | | (4) one member of the House of Representatives |
| 19 | | appointed by the Minority Leader of the House; |
| 20 | | (5) one member selected from recommendations provided |
| 21 | | by the Lake County Board appointed by the Governor; |
| 22 | | (6) one member selected from recommendations provided |
| 23 | | by the Lake County Forest Preserve District appointed by |
| 24 | | the Governor; |

| 1 | | (7) three members from local townships appointed by the |
| 2 | | Governor; |
| 3 | | (8) two members from local fire protection districts |
| 4 | | appointed by the Governor; |
| 5 | | (9) two members from local park districts appointed by |
| 6 | | the Governor; |
| 7 | | (10) one member selected by the College of Lake County |
| 8 | | appointed by the Governor; |
| 9 | | (11) two members from local elementary school |
| 10 | | districts selected by recommendations provided by the |
| 11 | | Superintendent of Schools appointed by the Governor; and |
| 12 | | (12) two members from local high school districts |
| 13 | | selected by recommendations provided by the Superintendent |
| 14 | | of Schools appointed by the Governor; and be it further |
| 15 | | RESOLVED, The Working Group shall meet periodically but no |
| 16 | | less than once every 3 months; the group shall meet in |
| 17 | | accordance with the requirements of the Open Meetings Act; and |
| 18 | | be it further |
| 19 | | RESOLVED, That the Illinois Department of Revenue shall |
| 20 | | provide administrative support and technical assistance to the |
| 21 | | Working Group; and be it further |
| 22 | | RESOLVED, The Working Group shall accept testimony and |
| 23 | | evidence from third parties, including comments from the public |

| 1 | | at large, in crafting their report to the General Assembly; and |
| 2 | | be it further |
| 3 | | RESOLVED, That Working Group shall submit their report to |
| 4 | | the General Assembly no later than October 1, 2016; the report |
| 5 | | shall include findings including, but not limited to, the |
| 6 | | following issues as they occur in Lake County:

| 7 | | (1) an assessment of the number of units of local |
| 8 | | government and the costs associated with each unit, |
| 9 | | including salaries, expenses, and operating costs; |
| 10 | | (2) an assessment of the units of local government are |
| 11 | | engaged in intergovernmental cooperation efforts and what, |
| 12 | | if any, cost savings such partnerships have resulted in; |
| 13 | | (3) recommendations for the elimination of barriers to |
| 14 | | consolidation; |
| 15 | | (4) recommendations for the streamlining or |
| 16 | | consolidation of units of local government; and |
| 17 | | (5) recommendations for intergovernmental cooperation |
| 18 | | potential.". |
