| 1 | SENATE JOINT RESOLUTION

| 2 | WHEREAS, Health care is a growing industry, and creating | ||||||
| 3 | changes in the system to ensure quality care while efficiently | ||||||
| 4 | managing the cost of the health care system is more important | ||||||
| 5 | than ever; the use of a 24-Hour nurse hotline has been | ||||||
| 6 | established in other states and seen positive results; it is | ||||||
| 7 | necessary to establish a task force to research the benefits | ||||||
| 8 | and costs of creating a 24-hour nurse hotline for all citizens | ||||||
| 9 | of the State; therefore, be it
| ||||||
| 10 | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | ||||||
| 11 | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | ||||||
| 12 | CONCURRING HEREIN, that there is created the 24-Hour Nurse | ||||||
| 13 | Hotline Task Force to study and make recommendations for the | ||||||
| 14 | creation, operation, and usage of a 24-hour nurse hotline in | ||||||
| 15 | the State of Illinois; and be it further
| ||||||
| 16 | RESOLVED, The Task Force shall consist of 11 members | ||||||
| 17 | appointed as follows: | ||||||
| 18 | (1) four members, one of whom shall be appointed by | ||||||
| 19 | each of the 4 legislative leaders; | ||||||
| 20 | (2) a member of the Department of Healthcare and Family | ||||||
| 21 | Services, nominated by the Director of Healthcare and | ||||||
| 22 | Family Services; | ||||||
| 23 | (3) a member of the Department of Public Health, | ||||||
| |||||||
| |||||||
| 1 | nominated by the Director of Public Health; | ||||||
| 2 | (4) a member of the Department of Commerce and Economic | ||||||
| 3 | Opportunity, nominated by the Director of Commerce and | ||||||
| 4 | Economic Opportunity; | ||||||
| 5 | (5) a representative from a statewide managed care | ||||||
| 6 | association; | ||||||
| 7 | (6) a member of a statewide nursing association; | ||||||
| 8 | (7) a member of a statewide hospital association; and | ||||||
| 9 | (8) a member of a statewide medical association; and be | ||||||
| 10 | it further | ||||||
| 11 | RESOLVED, The task force shall organize within 120 days | ||||||
| 12 | following the appointment of a majority of its members; the | ||||||
| 13 | members from the Department of Healthcare and Family Services | ||||||
| 14 | and the Department of Public Health shall co-chair the Task | ||||||
| 15 | Force and serve as liaisons to the Governor and the General | ||||||
| 16 | Assembly; meetings of the Task Force shall be held as necessary | ||||||
| 17 | to complete the duties of the Task Force; meetings of the Task | ||||||
| 18 | Force shall be held in the central part of the State; and be it | ||||||
| 19 | further | ||||||
| 20 | RESOLVED, That the members of the Task Force shall receive | ||||||
| 21 | no compensation for serving as members of the Task Force; and | ||||||
| 22 | be it further | ||||||
| 23 | RESOLVED, That the Task Force shall submit a report with | ||||||

| |||||||
| 1 | recommendations to the Governor and General Assembly no later | ||||||
| 2 | than December 31, 2016; and be it further | ||||||
| 3 | RESOLVED, That the Department of Healthcare and Family | ||||||
| 4 | Services and the Department of Public Health shall provide | ||||||
| 5 | administrative support to the Task Force.
