SENATE JOINT RESOLUTION

 
2    WHEREAS, The transportation of elementary and secondary
3education students is an important public policy issue; and
 
4    WHEREAS, Whether or not a school district in Illinois may
5use a multi-function school activity bus for transportation is
6continually up for debate; and
 
7    WHEREAS, There is a need for accurate and consistent
8information regarding the legal and appropriate mode of
9transportation of students in Kindergarten through 12th grade
10which is made available to administrators, educators, parents,
11and transportation companies; therefore, be it
 
12    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
13ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
14CONCURRING HEREIN, that there is created the Task Force on
15Modes of School Transportation for Elementary and Secondary
16Education, consisting of members appointed as follows:
 
17    (1) the State Superintendent of Education or his or her
18    designee;
 
19    (2) the Secretary of State or his or her designee;

1    (3) the Secretary of the Illinois Department of
2    Transportation or his or her designee;
 
3    (4) a member of the Senate appointed by the President of
4    the Senate;
 
5    (5) a member of the Senate appointed by the Minority Leader
6    of the Senate;
 
7    (6) a member of the House appointed by the Speaker of the
8    House;
 
9    (7) a member of the House appointed by the Minority Leader
10    of the House;
 
11    (8) a representative of ED-RED;
 
12    (9) a representative of the Illinois Association of Private
13    Special Education Centers;
 
14    (10) a representative of the Illinois Association of
15    Regional Superintendents of Schools;
 
16    (11) a representative of the Illinois Education
17    Association;

1    (12) a representative of the Illinois Federation of
2    Teachers;
 
3    (13) a representative of the Illinois School
4    Transportation Association;
 
5    (14) a representative of the Large Unit District
6    Association;
 
7    (15) a representative of the Legislative Education Network
8    of DuPage (LEND);
 
9    (16) a representative of the South Cooperative
10    Organization for Public Education (SCOPE);
 
11    (17) a representative from a statewide organization
12    representing principals;
 
13    (18) a representative from a statewide organization
14    representing superintendents;
 
15    (19) a representative from a statewide organization
16    representing school board members; and
 
17    (20) a representative from a statewide organization
18    representing school business officials; and be it further

1    RESOLVED, That the Task Force on Modes of School
2Transportation for Elementary and Secondary Education shall:
 
3    (1) be chaired by the Superintendent of the State Board of
4    Education or his or her designee;
 
5    (2) conduct a thorough review of existing State and federal
6    law regarding the use of the various modes to transport
7    elementary and secondary education students;
 
8    (3) develop concise and consistent information to be
9    communicated by the State Board of Education, the Illinois
10    Department of Transportation, and the Secretary of State to
11    the public about the legal means by which elementary and
12    secondary education students may be transported such as:
 
13        a) the type of vehicle and the required equipment to
14            transport elementary and secondary education
15            students;
 
16        b) the allowed purpose of the transportation and any
17            other limits of transportation of elementary and
18            secondary education students by vehicle type;
 
19        c) the type of drivers license required to transport

1            elementary and secondary education students; and
 
2        d) the requirements for driver licensing and vehicle
3            licensing and inspection; and
 
4    (4) make recommendations to the State Board of Education
5    and the Illinois General Assembly regarding the safe
6    transportation of elementary and secondary education
7    students in our State; and be it further
 
8    RESOLVED, That the Task Force on the Modes of School
9Transportation for Elementary and Secondary Education shall
10seek input from stakeholders and members of the public on the
11issues to be reviewed and reported on by the Task Force; and be
12it further
 
13    RESOLVED, That members of the Task Force on Modes of School
14Transportation for Elementary and Secondary Education shall
15serve without compensation, and the State Board of Education
16shall provide administrative and other support to the Task
17Force; and be it further
 
18    RESOLVED, That the Task Force on Modes of School
19Transportation for Elementary and Secondary Education shall
20meet at the request of the Task Force Chair, but shall meet a
21minimum of four times prior to September 1, 2017; and be it

2    RESOLVED, That the Task Force on Modes of School
3Transportation for Elementary and Secondary Education shall
4present its legislative and administrative recommendations to
5the President of the Senate, the Minority Leader of the Senate,
6the Speaker of the House, and the Minority Leader of the House
7no later than September 1, 2017.
