3 | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | |||||||||||||||||||||
4 | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | |||||||||||||||||||||
5 | CONCURRING HEREIN, that there shall be submitted to the | |||||||||||||||||||||
6 | electors of the State for adoption or rejection at the general | |||||||||||||||||||||
7 | election next occurring at least 6 months after the adoption of | |||||||||||||||||||||
8 | this resolution a proposition to amend Section 6 of Article IV | |||||||||||||||||||||
9 | and Section 2 of Article V of the Illinois Constitution as | |||||||||||||||||||||
10 | follows:

11 | ARTICLE IV
| |||||||||||||||||||||
12 | THE LEGISLATURE
| |||||||||||||||||||||
13 | (ILCON Art. IV, Sec. 6)

14 | SECTION 6. ORGANIZATION
| |||||||||||||||||||||
15 | (a) A majority of the members elected to each house | |||||||||||||||||||||
16 | constitutes a
quorum.
| |||||||||||||||||||||
17 | (b) On the first day of the January session of the General | |||||||||||||||||||||
18 | Assembly
in odd-numbered years, the Secretary of State shall | |||||||||||||||||||||
19 | convene the House of
Representatives to elect from its | |||||||||||||||||||||
20 | membership a Speaker of the House of
Representatives as | |||||||||||||||||||||
21 | presiding officer, and the Governor shall convene the
Senate to | |||||||||||||||||||||
22 | elect from its membership a President of the Senate as
| |||||||||||||||||||||
23 | presiding officer. A person may not serve more than a total of |
| |||||||
| |||||||
1 | 10 years in the office of Speaker of the House of | ||||||
2 | Representatives or President of the Senate; provided that | ||||||
3 | service before the second Wednesday in January of 2017 shall | ||||||
4 | not be considered in the calculation of a person's service.
| ||||||
5 | (c) For purposes of powers of appointment conferred by this
| ||||||
6 | Constitution, the Minority Leader of either house is a member | ||||||
7 | of the
numerically strongest political party other than the | ||||||
8 | party to which the
Speaker or the President belongs, as the | ||||||
9 | case may be.
| ||||||
10 | (d) Each house shall determine the rules of its | ||||||
11 | proceedings, judge
the elections, returns and qualifications | ||||||
12 | of its members and choose its
officers. No member shall be | ||||||
13 | expelled by either house, except by a vote
of two-thirds of the | ||||||
14 | members elected to that house. A member may be
expelled only | ||||||
15 | once for the same offense. Each house may punish by
| ||||||
16 | imprisonment any person, not a member, guilty of disrespect to | ||||||
17 | the house
by disorderly or contemptuous behavior in its | ||||||
18 | presence. Imprisonment
shall not extend beyond twenty-four | ||||||
19 | hours at one time unless the person
persists in disorderly or | ||||||
20 | contemptuous behavior.

1 | SECTION 2. TERMS
| ||||||
2 | (a) These elected officers of the Executive Branch shall | ||||||
3 | hold office for
four years beginning on the second Monday of | ||||||
4 | January after their
election and, except in the case of the | ||||||
5 | Lieutenant Governor, until their
successors are qualified. | ||||||
6 | They shall be elected at the general election
in 1978 and every | ||||||
7 | four years thereafter.

8 | (b) A person may not serve more than 2 terms within the | ||||||
9 | office of the Governor. | ||||||

12 | This Constitutional Amendment takes effect upon being | ||||||
13 | declared adopted in accordance with Section 7 of the Illinois | ||||||
14 | Constitutional Amendment Act.
