| 2 | | WHEREAS, The members of the Illinois Senate are saddened to |
| 3 | | learn of the death of Dr. Robert D. Webb of Mattoon, who passed |
| 4 | | away on October 5, 2015; and
|
| 5 | | WHEREAS, Dr. Webb was born in Waggoner on April 1, 1928 to |
| 6 | | Walter and Juanita Webb; he received his Bachelor of Science |
| 7 | | from Illinois State University and his Master of Administration |
| 8 | | and Ph.D. from the University of Illinois; he married Lourdine |
| 9 | | Armitage on June 17, 1950 at Blessed Sacrament Church in |
| 10 | | Springfield; and
|
| 11 | | WHEREAS, Dr. Webb began his educational career as an |
| 12 | | administrator in Harvel and Raymond, becoming Superintendent |
| 13 | | of Schools for the Shelbyville School District and the |
| 14 | | Panhandle School District; he was one of the founders of Lake |
| 15 | | Land College in Mattoon, serving as Vice-President from 1967 to |
| 16 | | 1972 and as President from 1979 to 1984; he served as |
| 17 | | Vice-President and Chairman of the Board for Johnston Super |
| 18 | | Markets, Inc. in Shelbyville from 1984 to 2000; most recently, |
| 19 | | he was Vice-Chairman of the Eastern Illinois University Board |
| 20 | | of Trustees; and
|
| 21 | | WHEREAS, Dr. Webb was an avid runner, golfer, painter, |
| 22 | | master gardener, and community leader; he served as Chairman |
|

| 1 | | and a member of the Coles County Board, Chairman of the Coles |
| 2 | | County Democratic Party, President of the Mattoon Chamber of |
| 3 | | Commerce, founding member and Chairman of the East Central |
| 4 | | Illinois Development Commission, a member of the Sarah Bush |
| 5 | | Lincoln Health Center Board, a member of the Coles Together |
| 6 | | Board, and a member and past President of the Shelbyville and |
| 7 | | Mattoon Rotary clubs; in 2005, he and his wife were selected as |
| 8 | | International Scholars by Rotary International; together they |
| 9 | | went to Thailand, where he served as a visiting professor at |
| 10 | | the University of Chiang Mai; and
|
| 11 | | WHEREAS, Dr. Webb was preceded in death by his parents and |
| 12 | | his brothers, Roger and Don; and
|
| 13 | | WHEREAS, Dr. Webb is survived by his wife, Lourdine; his |
| 14 | | children, Linda Culberson and Robert, Jr.; his 4 |
| 15 | | granddaughters, Elizabeth (Alan) Pickerill, Melissa (Jack) |
| 16 | | Peavler, Antonia Webb, and Alexandra Webb; his 3 |
| 17 | | great-grandchildren, Katherine and Jack Pickerill and Ryne |
| 18 | | Peavler; and his brothers, Bruce and Lynn; therefore, be it
|
| 19 | | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL |
| 20 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
| 21 | | Dr. Robert D. Webb, and extend our sincere condolences to his |
| 22 | | family, friends, and all who knew and loved him; and be it |
| 23 | | further
