| 2 | | WHEREAS, State Senator Dan Kotowski attended the |
| 3 | | University of Illinois in Urbana-Champaign, where
he received |
| 4 | | his bachelor's degree in English and communications and later |
| 5 | | attended DePaul University
in Chicago, where he obtained a |
| 6 | | master's degree; and
|
| 7 | | WHEREAS, Senator Kotowski has long been an advocate for |
| 8 | | children and families in need, serving as the
Vice-President of |
| 9 | | the Uhlich Children's Advantage Network, which helps children |
| 10 | | and families recover
from neglect, abuse, and trauma; and
|
| 11 | | WHEREAS, Senator Kotowski later served as a public safety |
| 12 | | advocate with the Illinois Council against
Handgun Violence; |
| 13 | | and |
| 14 | | WHEREAS, Senator Kotowski's background in public service |
| 15 | | led him to run for the Illinois Senate in 2006; he was elected |
| 16 | | to represent many communities, including Des Plaines, Elk Grove |
| 17 | | Village, and his
hometown of Park Ridge; and |
| 18 | | WHEREAS, Senator Kotowski has served on and led a number of |
| 19 | | committees during his career in the
General Assembly, including |
| 20 | | Senate Committees on Appropriations II (Chairman), |
| 21 | | Appropriations I (Vice-Chairman),
Higher Education, Criminal |

| 1 | | Law, and Revenue, the Subcommittee on CLEAR Compliance |
| 2 | | (Chairman),
the Subcommittee on Property Taxes (Chairman), the |
| 3 | | Subcommittee on Tax Credits, and Committees of the
Whole; and |
| 4 | | WHEREAS, Senator Kotowski has been a longtime advocate for |
| 5 | | those with epilepsy and autism; this
year he was awarded the |
| 6 | | Penny Severns Memorial Award by the Coalition of Citizens with |
| 7 | | Disabilities for
his ongoing support; and
|
| 8 | | WHEREAS, Senator Kotowski has been a tireless watchdog of |
| 9 | | government waste, fraud, and abuse and
has sponsored |
| 10 | | legislation to create the Budgeting for Results Commission to |
| 11 | | create performance metrics for
State programs, allowing the |
| 12 | | State to fund what works and get rid of what does not; and
|
| 13 | | WHEREAS, To prevent criminals from cheating the taxpayers |
| 14 | | of Illinois and make it easier for nonprofits
to apply for |
| 15 | | State grants, Senator Kotowski sponsored the Grant |
| 16 | | Accountability and Transparency Act,
which has created much |
| 17 | | stricter guidelines for grant management while creating a |
| 18 | | catalog of State
grants to make it easier for charitable |
| 19 | | organizations to apply for grants; and
|
| 20 | | WHEREAS, The members of the Illinois Senate extend to |
| 21 | | Senator Dan Kotowski our best wishes as he
begins the next |
| 22 | | phase of his life, and we wish him and his family well; |

| 2 | | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL |
| 3 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we thank Senator Dan |
| 4 | | Kotowski for his years of service to the people of Illinois and |
| 5 | | his dedication as a
member of the Illinois Senate and honor him |
| 6 | | with this resolution; and be it further
|
| 7 | | RESOLVED, That a suitable copy of this resolution be |
| 8 | | presented to Senator Dan Kotowski as a symbol of
our gratitude |
| 9 | | and greatest hopes for his future endeavors.
