SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Theodore Carl "Papa Ted" Richter, who
4passed away on October 4, 2015; and
 
5    WHEREAS, Theodore Richter was born on February 7, 1941 and
6grew up in North Chicago; his parents were William and
7Genevieve (nee O'Dette) Richter; he graduated from North
8Chicago High School in 1960, where he excelled in football and
9wrestling; and
 
10    WHEREAS, In his younger years, Theodore Richter
11volunteered for the North Chicago Fire Department; he
12subsequently owned Lakeland Bus Lines for many years; for the
13past 25 years, he was the owner of JR's Wrecker Services in
14Waukegan; and
 
15    WHEREAS, Theodore Richter enjoyed hunting, racing,
16snowmobiling, four wheeling, and collecting, racing, and
17working on cars; at Waukegan Speedway, he became known as the
18"Flying Fatman" and was the 1974 track champion; he was also a
19proud sponsor and driver at the Lake County Fair Demolition
20Derby for over 20 years; in his later years, his favorite place
21was his lake house in Stephenson, Michigan, where he spent time
22with his family and friends; and

1    WHEREAS, Theodore Richter was preceded in death by his
2parents and his brother, William Richter, Jr.; and
 
3    WHEREAS, Theodore Richter is survived by his children,
4Kellie (Jeff) Indlecoffer, Ted (Susan) Richter, Jodi (Jim)
5Bacon, Cindy Richter, and Chris (Brandy) Spaulding; his
6grandchildren, Johnny, Sarah, and Leah Indlecoffer, Kent,
7Kevin, and Brett Richter, Lanie and Lindy Bacon, and Emma,
8Alli, and Chase Spaulding; his fiancee, Marge Balicki, and her
9children, Tom and Margie; and his close friends, Keith Borg,
10Pat Barbee, and Mike Shauer; therefore, be it
 
11    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
12ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his
13family and friends, mourn the passing of Theodore Carl "Papa
14Ted" Richter; and be it further
 
15    RESOLVED, That a suitable copy of this resolution be
16presented to the family of Theodore Richter as an expression of
17our sympathy.
