SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Joseph John "Joe" Groom of Aurora, who
4passed away on December 9, 2015; and
 
5    WHEREAS, Joe Groom was born in Aurora on May 21, 1965; he
6graduated from Marmion Academy in 1983; he earned an
7Associate's Degree in Criminal Justice from Waubonsee
8Community College and graduated Magna Cum Laude from Western
9Illinois University with a Bachelor of Arts in both Law
10Enforcement Administration and History; and
 
11    WHEREAS, Joe Groom worked for the past 26 years as a member
12of the Aurora Police Department, rising through the ranks to
13Commander; during his career, he worked in Patrol, the DARE
14program, NABS (the precursor to Community Oriented Policing),
15Firearms Instruction, Field Training, Special Operations,
16Planning and Research, Special Response Team, and the Office of
17Professional Standards; his most recent position was
18Investigation Division Commander, encompassing Investigations,
19Special Operations (Gangs and Vice), Domestic Violence
20Reduction, and Evidence Units; he was also instrumental in the
21construction of the new police headquarters that was completed
22in 2010; he was a member of both the International and Illinois
23Associations of Chiefs of Police; the Chiefs Associations in

1Kane, DuPage, and Kendall Counties; the Kane County DUI Task
2Force; the Juvenile Drug Court Advisory Committee; and the
3Aurora Police Foundation; and
 
4    WHEREAS, Joe Groom was a current board member and past
5President of the Exchange Club of Aurora and the current Grand
6Knight of the Knights of Columbus Council 736; he served 2
7terms as a Resource Council Member of Big Brothers Big Sisters
8of Kane and Kendall Counties; he volunteered regularly at
9church and also volunteered with the Salvation Army and coached
108th grade girls basketball at Annunciation School with his
11wife; and
 
12    WHEREAS, Joe Groom enjoyed playing catch, attending
13sporting events, band concerts, playing games, reading books,
14attending mass, and being with his family; and
 
15    WHEREAS, Joe Groom is survived by his wife, Kimberly; his
16father, James; his mother, Dorothy; his brothers, Phillip,
17Kevin, Jeffrey, Christopher, Peter, Matthew, Patrick, and
18Paul; his sisters, Marguerite, Sarah, and Anne; his children,
19Luke, Katelyn, Gabriel, and Seth; and his 20 nieces and
20nephews; therefore, be it
 
21    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
22ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of

1Joseph John "Joe" Groom, and extend our sincere condolences to
2his family, friends, and all who knew and loved him; and be it
3further
 
4    RESOLVED, That a suitable copy of this resolution be
5presented to the family of Joe Groom as an expression of our
6deepest sympathy.
