SENATE RESOLUTION

  
 
2    WHEREAS, The members of the Illinois Senate are saddened to 
3learn of the death of  Michael A. Downen of East Moline, who 
4passed away on January 10, 2016; and
  
 
5    WHEREAS, Michael Downen was born on February 4, 1938 in 
6Moline to Nelson and Rita England Downen; he married Mary 
7Skalla on April 23, 1966 in Davenport; and
  
 
8    WHEREAS, Michael Downen served in the United States Army; 
9and
  
 
10    WHEREAS, Michael Downen earned his bachelor's degree from 
11Western Illinois University; and
  
 
12    WHEREAS, Michael Downen worked as a systems analyst in the 
13Quad Cities area and also taught at Scott Community College; 
14after retiring, he worked part time for H&R Block; and
  
 
15    WHEREAS, Michael Downen was an avid bowler; he was also a 
16diehard Chicago Cubs and Chicago Bears fan; and
 
17    WHEREAS, Michael Downen was preceded in death by his 
18parents; and

1    WHEREAS, Michael Downen is survived by his wife of 49 
2years, Mary Downen; his children, Scott Downen, Matthew Downen, 
3Susannah (Ron) Borowczyk, Kathleen (Duane) Fleming, and Terry 
4Skalla; his grandchildren, Shannon (Devin) Abel, Kimberly 
5Borowczyk, Ethan Skalla, Hailey Borowczyk, Madeline Borowczyk, 
6and Samuel Fleming; and his cousin, Nancy (Owen) Stipp; 
7therefore, be it
  
 
8    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL 
9ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his 
10family and friends, mourn the passing of Michael A. Downen; and 
11be it further
  
 
12    RESOLVED, That a suitable copy of this resolution be 
13presented to the family of Michael Downen as an expression of 
14our sympathy.
