SENATE RESOLUTION

 
2    WHEREAS, Twenty years ago, a Federal Reserve Bank of
3Minneapolis study proposed a way to end the ongoing battle for
4new jobs and companies that relies heavily on tax incentives
5and subsidies; and
 
6    WHEREAS, An act of the federal government is the only way
7to end the use of tax subsidies and incentives as an economic
8development tool; and
 
9    WHEREAS, Providing these tax incentives and subsidies to
10private companies is a waste of public dollars; one local
11community or state gains jobs at the expense of another; those
12public dollars would be better spent on core services such as
13education and infrastructure; and
 
14    WHEREAS, U.S. states will not end the bidding war on their
15own and congressional action is needed; therefore, be it
 
16    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
17ASSEMBLY OF THE STATE OF ILLINOIS, that we urge Congress to
18pass legislation that will end the economic war between the
19states that is based on attracting new jobs and companies with
20offers of tax incentives and subsidies; and be it further

1    RESOLVED, That we urge the Illinois Congressional
2Delegation to introduce legislation that will help facilitate
3this cause; and be it further
 
4    RESOLVED, That suitable copies of this legislation be
5delivered to the Speaker of the U.S. House of Representatives,
6the U.S. Senate President, and all members of the Illinois
7Congressional Delegation.
