| 2 | | WHEREAS, The inability to utilize driving privileges is a |
| 3 | | hindrance to a person's ability to seek
employment; and

| 4 | | WHEREAS, Illinois residents are already offered payment |
| 5 | | plans on court fines and fees related to
a traffic offense; and
|
| 6 | | WHEREAS, Illinois driver's license reinstatement fees are |
| 7 | | currently not permitted to be paid off in smaller
increments; |
| 8 | | and
|
| 9 | | WHEREAS, Illinois continuously studies other states |
| 10 | | processes to ensure we are serving
our constituents in the best |
| 11 | | possible ways; South Carolina, Ohio, and Tennessee offer |
| 12 | | payment plans for driver's license
reinstatement fees; |
| 13 | | therefore, be it
|
| 14 | | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL |
| 15 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we request the Illinois |
| 16 | | Secretary of State to conduct a study concerning the need and |
| 17 | | feasibility of a
driver's license reinstatement fee payment |
| 18 | | program with the goal of allowing individuals who only have |
| 19 | | reinstatement fees preventing them from
receiving their |
| 20 | | driver's licenses being allowed to pay a down payment and pay a |
| 21 | | monthly percentage
until the fees are fully paid; and be it |
