SENATE RESOLUTION

WHEREAS, The inability to utilize driving privileges is a hindrance to a person's ability to seek employment; and

WHEREAS, Illinois residents are already offered payment plans on court fines and fees related to a traffic offense; and

WHEREAS, Illinois driver's license reinstatement fees are currently not permitted to be paid off in smaller increments; and

WHEREAS, Illinois continuously studies other states processes to ensure we are serving our constituents in the best possible ways; South Carolina, Ohio, and Tennessee offer payment plans for driver's license reinstatement fees; therefore, be it

RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we request the Illinois Secretary of State to conduct a study concerning the need and feasibility of a driver's license reinstatement fee payment program with the goal of allowing individuals who only have reinstatement fees preventing them from receiving their driver's licenses being allowed to pay a down payment and pay a monthly percentage until the fees are fully paid; and be it further

RESOLVED, That the Secretary of State study similar programs in South Carolina, Ohio, and Tennessee as possible structures for a program in Illinois; and be it further

RESOLVED, That we request a report on the study be submitted to the Chairs of the Illinois Senate Transportation Committee and the Illinois House of Representatives Transportation: Vehicles & Safety Committee by December 31, 2016; and be it further

RESOLVED, That suitable copies of this resolution be delivered to the Illinois Secretary of State and the Chairs of the Illinois Senate Transportation Committee and the Illinois House of Representatives Transportation: Vehicles & Safety Committee.
