| 2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
| 3 | learn of the death of Evelyn M. Bowles of Edwardsville, who | ||||||
| 4 | passed away on April 8, 2016; and
| ||||||
| 5 | WHEREAS, Evelyn Bowles was born in Worden on April 22, 1921 | ||||||
| 6 | to Ira and Anna (Augustine) Bowles; she served in the United | ||||||
| 7 | States Coast Guard-SPARS (Women's Reserve) as a Yeoman from | ||||||
| 8 | 1943 to 1945 in the Intelligence Division; and | ||||||
| 9 | WHEREAS, Evelyn Bowles worked as an elementary school | ||||||
| 10 | teacher in Livingston in 1951; she joined the Madison County | ||||||
| 11 | Clerk's Office in 1957 after accepting a summer job; and
| ||||||
| 12 | WHEREAS, Evelyn Bowles served as Madison County Clerk from | ||||||
| 13 | 1972 to 1994; she swore in the first female Assistant State's | ||||||
| 14 | Attorney in Madison County, Stephanie Robbins, in 1976; and | ||||||
| 15 | |||||||
| 16 | WHEREAS, Evelyn Bowles served as an Illinois State Senator | ||||||
| 17 | from 1994 to 2002; she quickly became known as an active and | ||||||
| 18 | colorful member of the Senate, and a bit of a renegade; she was | ||||||
| 19 | on the Senate Agricultural and Conservation Committee; and | ||||||
| 20 | WHEREAS, As a State Senator, Evelyn Bowles' greatest pride | ||||||
| 21 | came in sponsoring legislation that made Illinois the first | ||||||
| |||||||
| |||||||
| 1 | state to regulate the reuse of surgical devices designed for | ||||||
| 2 | one-time only use; and | ||||||
| 3 | WHEREAS, Evelyn Bowles retired in 2002; under State law, | ||||||
| 4 | she could have kept her leftover campaign funds, but instead | ||||||
| 5 | chose to establish a scholarship for future public servants at | ||||||
| 6 | Southern Illinois University Edwardsville; and
| ||||||
| 7 | WHEREAS, Evelyn Bowles held many memberships, including | ||||||
| 8 | St. Mary Catholic Church in Edwardsville, where she served as | ||||||
| 9 | the first Chairman of the Parish Council; she also belonged to | ||||||
| 10 | the American Federation of State, County, and Municipal | ||||||
| 11 | Employees; Business Professional Women; Daughters of Isabella; | ||||||
| 12 | Association of American Retired People; American Legion Post | ||||||
| 13 | 199; Madison County Historical Museum and Archival Library; | ||||||
| 14 | Southern Illinois University Edwardsville Alumni Association; | ||||||
| 15 | and Women in Military Service for America Memorial Foundation; | ||||||
| 16 | and
| ||||||
| 17 | WHEREAS, Evelyn Bowles was preceded in death by her parents | ||||||
| 18 | and her brother, Ira Bowles Jr.; therefore, be it
| ||||||
| 19 | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | ||||||
| 20 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
| 21 | Evelyn M. Bowles, and extend our sincere condolences to her | ||||||
| 22 | family, friends, and all who knew and loved her; and be it | ||||||
