SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of John Edward "Flukie" Cowan; and
 
4    WHEREAS, John Cowan was born to Reverend William and Susie
5Lee (McCall) Cowan on September 27, 1945 and baptized at Mount
6Zion Missionary Baptist Church; he graduated from Lincoln
7Senior High School in 1963 and earned his bachelors degree in
8economics at Sangamon State University in Illinois and pursued
9his master's degree; he married Karen Michele Sistrunk on May
1027, 1987; and
 
11    WHEREAS, John Cowan served in the United States Marine
12Corps, achieving the rank of Lance Corporal; as a result of his
13services during Vietnam, he was awarded the Purple Heart, the
14National Defense Service Medal, the Vietnam Service Medal, and
15the Vietnam Campaign Medal; and
 
16    WHEREAS, John Cowan was employed by McDonnell Douglas
17Corporation and many local proprietorships prior to his 33
18years of service with the State of Illinois; before retiring as
19office manager of the East St. Louis and Alton offices of the
20State of Illinois Department of Rehabilitation, he pursued
21entrepreneurial ventures, including Bio-Behavioral Medicine,
22Cowan & Cowan Behavioral Health Consulting, and Flukie's Place;

2    WHEREAS, John Cowan was confirmed at St. Matthew Lutheran
3Church, where he served as the President of the Board of
4Elders; and
 
5    WHEREAS, John Cowan was a member of the Alpha Phi Alpha
6Fraternity, Inc., where he held various offices over the years;
7and
 
8    WHEREAS, John Cowan's family was important to him and he
9regularly attended family reunions and supported family
10functions; and
 
11    WHEREAS, John Cowan was preceded in death by his parents,
12and his brothers, James "J.W.", Aaron "Townsend", and Otis; and
 
13    WHEREAS, John Cowan is survived by his wife, Karen, M.D.;
14his children, Tammy (Forest) Fisher, Paul (Maxine) Lovelace,
15Toijuan (Hilda) Bell, and Tiffany Joy Walehwa; his
16grandchildren, Travia Fisher, DeLawrence Foggy, Sharay Foggy,
17Aryk Bell, Harold Walehwa, and Lia Bell; his five
18great-grandchildren; his two sisters, Darlean Cowan (Richard)
19King and Patricia Renee Cowan; his great-niece, Mallori; his
20niece, Gwendolyn Glovers; his great-niece, Latadzja Ferguson;
21his great-nephew, Jamian Poole; and a host of other relatives

1and dear friends whom he also considered his brothers, sisters,
2and children; therefore, be it
 
3    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
4ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
5John Edward "Flukie" Cowan, and extend our sincere condolences
6to his family, friends, and all who knew and loved him; and be
7it further
 
8    RESOLVED, That a suitable copy of this resolution be
9presented to the family of John Cowan as an expression of our
10deepest sympathy.
