SENATE RESOLUTION

 
2    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
3ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the Director of
4Children and Family Services and the Director of Public Health
5to submit, by January 1, 2017, a joint report to the General
6Assembly and the Governor that sets forth its transition plan
7and recommendations regarding the merits of transferring the
8administration of all child death review teams from the
9Department of Children and Family Services to the Department of
10Public Health; and be it further
 
11    RESOLVED, That in preparing the joint report, the Directors
12should consult with knowledgeable experts and other
13stakeholders in the field, including, but not limited to: (i)
14pediatricians knowledgeable about child abuse and neglect;
15(ii) national experts in the area of child abuse, neglect, and
16child fatality; (iii) members of the Child Death Review Teams;
17(iv) forensic pathologists; (v) the Office of the Cook County
18Public Guardian; (vi) the Cook County State's Attorney's Office
19and offices of State's Attorneys of other counties; and (vii)
20members of the law enforcement community. In addition, the
21Directors may conduct a public hearing or hearings to receive
22additional information from members of the public; and be it

1    RESOLVED, That the joint report shall: (i) make a
2recommendation regarding the merits of transferring the
3administration of all child death review teams from the
4Department of Children and Family Services to the Department of
5Public Health as well as its proposed transition plan; (ii)
6make one or more recommendations regarding programmatic
7changes, if any, that should or should not be made to the
8administration of child death review teams; and (iii) include
9suitable draft legislation to implement the recommendations
10made by the Directors as part of their report; and be it
11further
 
12    RESOLVED, That copies of this resolution be delivered to
13the Director of Children and Family Services and the Director
14of Public Health.
