SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of William Paul "Bill" Manning of Champaign,
4who passed away on August 4, 2016; and
 
5    WHEREAS, William Manning was born on April 15, 1940 in
6Homer; his parents were Wilbur T. and Nora B. Manning; after
7his mother passed away, he was then adopted by Mary L. Manning
8and his father; he married Janet S. Sanders on October 17,
91959; and
 
10    WHEREAS, William Manning graduated from St. Joseph High
11School on May 27, 1958 and continued his education at Champaign
12Commercial College; he also attended Parkland College to
13strengthen his knowledge in accounting; and
 
14    WHEREAS, William Manning worked at the Clifford-Jacobs
15Forging Company, the Bacon and Van Buskirk Glass Company, and
16the University of Illinois Student Financial Aid Office for 47
17years; and
 
18    WHEREAS, William Manning served on the board of directors
19of the Champaign County Association for the Mentally Challenged
20as treasurer and was instrumental in opening the first group
21home in Champaign for people with disabilities; he was on the

1Champaign County Regional Planning Commission and the
2Community Action Board; he was also a member of the Carle
3Hospital Auxiliary and the University Club; and
 
4    WHEREAS, William Manning traveled to Honduras and Africa on
5many mission trips; one of his mission trips included serving
619 days in the Democratic Republic of the Congo helping to
7construct a water retention system; in Honduras, he served at
8an orphanage and helped to build furniture for the children;
9and
 
10    WHEREAS, William Manning was a member of First Baptist
11Church of Champaign at Savoy; he served as youth counselor,
12deacon, elder, and treasurer, and taught youth, adult and
13special education Sunday school; he also served the children at
14First Baptist Church in the Awana program and vacation Bible
15school; and
 
16    WHEREAS, William Manning enjoyed traveling, dancing,
17bowling, and playing bridge; and
 
18    WHEREAS, William Manning was preceded in death by his son,
19Jeff; his brother, James A. Manning; his sister, Doris (Don)
20Wolf; and his parents; and
 
21    WHEREAS, William Manning is survived by his wife, Janet;

1his sister, Lois E. (Chuck) Sadler; his nieces and nephews,
2Steve and Donna Sadler, Linda and Jim Riggs, and Matt and
3Claire Mullis; his great-nieces and great-nephews, Spencer and
4Sam Sadler, Susan, Kristen, Jeremy Wise, and Deana Sadler, and
5Olivia and Hannah Mullis; his sister-in-law, Carol (Dan)
6Mullis; and his unofficial adopted family, Jared and Julianne
7Webber and their children, Christoff, Megan, Kade, Mia, and
8Caleb; therefore, be it
 
9    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
10ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his
11family and friends, mourn the passing of William Paul "Bill"
12Manning; and be it further
 
13    RESOLVED, That a suitable copy of this resolution be
14presented to the family of William Manning as an expression of
15our sympathy.
