| 2 | | WHEREAS, The members of the Illinois Senate are saddened to |
| 3 | | learn of the death of Joseph Mendrick, who passed away on |
| 4 | | September 5, 2016; and
|
| 5 | | WHEREAS, Joseph Mendrick was born in Chicago and raised in |
| 6 | | Cicero, where he graduated from Morton High School East; and
|
| 7 | | WHEREAS, Joseph Mendrick served in the United States Army |
| 8 | | as a military police officer from 1965 to 1966; and
|
| 9 | | WHEREAS, Joseph Mendrick earned an associate's degree from |
| 10 | | Triton College and a bachelor's degree in criminal justice from |
| 11 | | Aurora University; he also received a diploma in traffic police |
| 12 | | administration from Northwestern University and was a graduate |
| 13 | | of the FBI law enforcement executive training session in |
| 14 | | Quantico, Virginia; and
|
| 15 | | WHEREAS, Joseph Mendrick began his 35-year career with the |
| 16 | | Oak Park Police Department in 1967 as a patrol officer; in the |
| 17 | | 1970s, he became a detective and earned several promotions |
| 18 | | before serving twice as acting chief in the 1980s; as he rose |
| 19 | | through the ranks, he saw how the lack of diversity within the |
| 20 | | department made policing a diverse community more difficult; |
| 21 | | after becoming police chief in 1991, he launched community |
