SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Joseph Mendrick, who passed away on
4September 5, 2016; and
 
5    WHEREAS, Joseph Mendrick was born in Chicago and raised in
6Cicero, where he graduated from Morton High School East; and
 
7    WHEREAS, Joseph Mendrick served in the United States Army
8as a military police officer from 1965 to 1966; and
 
9    WHEREAS, Joseph Mendrick earned an associate's degree from
10Triton College and a bachelor's degree in criminal justice from
11Aurora University; he also received a diploma in traffic police
12administration from Northwestern University and was a graduate
13of the FBI law enforcement executive training session in
14Quantico, Virginia; and
 
15    WHEREAS, Joseph Mendrick began his 35-year career with the
16Oak Park Police Department in 1967 as a patrol officer; in the
171970s, he became a detective and earned several promotions
18before serving twice as acting chief in the 1980s; as he rose
19through the ranks, he saw how the lack of diversity within the
20department made policing a diverse community more difficult;
21after becoming police chief in 1991, he launched community

1policing in the village, brought police officers into the west
2suburb's schools for the first time, and made his force more
3racially diverse; he retired as chief in 2001; and
 
4    WHEREAS, Joseph Mendrick is survived by his wife of 46
5years, Nanette; his sons, Bill and James Joseph; his brother,
6Edward; and five grandchildren; therefore, be it
 
7    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
8ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his
9family and friends, mourn the passing of Joseph Mendrick; and
10be it further
 
11    RESOLVED, That a suitable copy of this resolution be
12presented to the family of Joseph Mendrick as an expression of
13our sympathy.
