SENATE RESOLUTION

  
 
2    WHEREAS, The members of the Illinois Senate are saddened to 
3learn of the death of Philip Guentert, who passed away on 
4November 7, 2016, at the age of 58; and    
  
 
5    WHEREAS, Philip Guentert grew up in Cleveland, Ohio; he 
6earned his bachelor's degree from Yale University and attended 
7the John F. Kennedy School of Government at Harvard University 
8for a master's of public policy; he earned his Juris Doctor 
9from Harvard Law School; and
  
 
10    WHEREAS, Philip Guentert joined the Department of Justice 
11as an  assistant United States attorney in Chicago in 1990; he 
12was the first chief of the office's public corruption section, 
13overseeing a number of investigations and prosecutions of 
14public officials; he was also the office's ethics and 
15professional responsibility adviser; he worked on the 
16prosecutions of former Illinois governors, George Ryan and Rod 
17Blagojevich; he also worked on the Archer Daniels Midland 
18price-fixing case in the 1990s; and
  
 
19    WHEREAS, In 2012, Philip Guentert and his wife, Monika 
20Bickert, moved to San Jose, California, where he joined the 
21United States Attorney's Office for the Northern District of 
22California; previously, they spent  five years in Bangkok, where

1they both worked for the United States Department of Justice; 
2he also worked throughout Asia as the Department's intellectual 
3property law enforcement coordinator; and
 
4    WHEREAS, Philip Guentert took his family on trips that 
5included trekking in Nepal, running a marathon in Berlin, and 
6hiking in Taiwan; and
  
 
7    WHEREAS, Philip Guentert was preceded in death by his first 
8wife, Jennifer; and
  
 
9    WHEREAS, Philip Guentert is survived by his wife, Monika; 
10his daughters, Eleanor and Louise; and his brother, James; 
11therefore, be it
  
 
12    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL 
13ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of 
14Philip Guentert, and extend our sincere condolences to his 
15family, friends, and all who knew and loved him; and be it 
16further
  
 
17    RESOLVED, That a suitable copy of this resolution be 
18presented to  the family of  Philip Guentert as an expression of 
19our deepest sympathy.
