SENATE RESOLUTION

  
 
2    WHEREAS, The members of the Illinois Senate are saddened to 
3learn of the death of Frances Joann Winfield; and
  
 
4    WHEREAS, Frances Winfield was born to Bernard and Dorothy 
5Terry on October 20, 1935; she attended Fuller Elementary and 
6Phillips High School; in 2001, she completed her bachelor's 
7degree at DePaul University; and
 
8    WHEREAS, Frances Winfield worked for First National Bank 
9for 23 years; she also worked as a substance abuse counselor at 
10the Haymarket House for 22 years, where she counseled 
11recovering mothers; and
 
12    WHEREAS, Frances Winfield experienced the turmoil of the 
13civil rights movement first-hand, and committed herself to 
14helping minorities achieve equality; she advocated in court for 
15friends and family members, assisted the homeless with 
16donations, and counseled and mentored many people struggling 
17with gangs and the drug culture; and
 
18    WHEREAS, Frances Winfield was committed to the healthy 
19development of young people; she was a founding board member of 
20Lost Boyz Inc., a not-for-profit organization founded by her 
21oldest grandson and his sister in 2008, which focuses on

1preventing youth violence and development through sports; and
 
2    WHEREAS, Frances Winfield was the matriarch of the Chicago 
3branch of her family, with well over 300 members in Chicago and 
4across Illinois; and
  
 
5    WHEREAS, Frances Winfield enjoyed knitting, crocheting, 
6and participating in church functions; her door was always open 
7to everyone and she never turned anyone away; and
  
 
8    WHEREAS, Frances Winfield attended Our Lady of Peace 
9Church, where she was an active member, serving for many years 
10in the choir and various leadership groups; and
  
 
11    WHEREAS, Frances Winfield was preceded in death by her 
12husbands, William Stewart and Edmond Winfield; her children, 
13Helen and Keith Stewart; her  parents; and her siblings, 
14Barbara, Willa Mae, and Bernard Terry Jr.; and
  
 
15    WHEREAS, Frances Winfield is survived by her  sons, Ronald, 
16Wayne, and Johnny; her daughters, Wanda, Dorothy, and Letita; 
17her special friend, Milton Merriweather; 18 grandchildren; 29 
18great-grandchildren; one great-great-grandchild; and a host of 
19friends and relatives; therefore, be it
  
 
20    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL

1ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of 
2Frances Joann Winfield, and extend our sincere condolences to 
3her family, friends, and all who knew and loved her; and be it

5    RESOLVED, That a suitable copy of this resolution be 
6presented to  the family of  Frances Winfield as an expression of 
7our deepest sympathy.
