2 | WHEREAS, Illinois State Senator Michael Noland has | ||||||
3 | represented the families and residents of the 22nd Senate
| ||||||
4 | District and citizens of the State of Illinois since 2007; and
| ||||||
5 | WHEREAS, Senator Noland began his public service in 1984 | ||||||
6 | upon joining the United States Navy, where
he served with the | ||||||
7 | Marine Division at the Great Lakes Naval Base; and
| ||||||
8 | WHEREAS, While on active duty, Senator Noland earned the | ||||||
9 | National Defense Medal, the Navy Marksman Rating, the
Good | ||||||
10 | Conduct Badge, and The Letters of Commendation and | ||||||
11 | Appreciation; and | ||||||
12 | WHEREAS, Senator Noland earned a Bachelor of Arts from the | ||||||
13 | University of Illinois at Chicago, a law degree
from John | ||||||
14 | Marshall Law School, and a Master of Business Administration | ||||||
15 | from the University of Illinois at Chicago; and | ||||||
16 | WHEREAS, Senator Noland joined the Illinois General | ||||||
17 | Assembly in 2007, filling the vacancy
created by Senator Steve | ||||||
18 | Rauschenberger in 2006; and | ||||||
19 | WHEREAS, In the State Senate, Senator Noland drew on his | ||||||
20 | background in the court system,
including his time as an |

1 | attorney in the Kane County Public Defender's Office and his | ||||||
2 | experience in
having his own law firm when he served as | ||||||
3 | Chairman of the Senate Criminal Law Committee and as a
member | ||||||
4 | of the Senate Committees on Education, Revenue, Judiciary, and | ||||||
5 | Energy; and | ||||||
6 | WHEREAS, As a member on the Senate Education Committee and | ||||||
7 | the
Education Funding Advisory Committee, Senator Noland | ||||||
8 | established himself as a tireless advocate for education | ||||||
9 | funding; he sponsored and co-sponsored legislation to increase | ||||||
10 | funding to schools in need; and
| ||||||
11 | WHEREAS, Senator Noland has been instrumental in passing a | ||||||
12 | number of measures to reform
criminal codes, protect victims of | ||||||
13 | sexual assault and raise awareness of a backlog in rape kits, | ||||||
14 | and passing
legislation that extended the statutes of | ||||||
15 | limitations for prosecuting accused rapists; and
| ||||||
16 | WHEREAS, To protect and honor veterans, Senator Noland | ||||||
17 | sought to provide property tax relief
to veterans and passed | ||||||
18 | legislation to prevent electric or gas public utilities from | ||||||
19 | disconnecting service to a
customer who had notified the | ||||||
20 | utility that he or she is an active-duty servicemember or | ||||||
21 | veteran; and | ||||||
22 | WHEREAS, Senator Noland is the loving father of Claire and |

1 | Lucien Noland, and the loving husband
of Veronica Noland; and
| ||||||
2 | WHEREAS, Senator Noland will return to Elgin, where he | ||||||
3 | remains active in the courtroom as well as in many local
| ||||||
4 | organizations; therefore, be it
| ||||||
5 | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | ||||||
6 | ASSEMBLY OF THE STATE OF ILLINOIS, that we extend to Senator | ||||||
7 | Illinois State Senator Michael Noland and his family, our most | ||||||
8 | sincere
wishes as he begins the next phase of his life; and be | ||||||
9 | it further | ||||||
10 | RESOLVED, That we thank Senator Noland for his dedicated | ||||||
11 | service to the people of Illinois and honor him with this | ||||||
12 | resolution; and be it further

13 | RESOLVED, That a suitable copy of this resolution be | ||||||
14 | presented to Senator Noland as a symbol of our gratitude and | ||||||
15 | greatest hope for his future endeavors.
