AGREED RESOLUTIONS

HOUSE RESOLUTION 647
Offered by Representative Brosnahan:
WHEREAS, The members of the House were saddened to learn of the
death of Lieutenant James E. Spallina, Sr. of the Oak Lawn Police
Department on Sunday, February 27, 2000; and
WHEREAS, Born and raised in Chicago, Lt. Spallina attended Bogan
High School and enlisted in the United States Marine Corps in 1971; he
served aboard an aircraft carrier for two years during the Vietnam War;
and
WHEREAS, After returning from the service, he worked for Jewel Food
Stores before joining the Oak Lawn Police Department as a police
officer; and
WHEREAS, James Spallina, who was known for his friendly manner, was
promoted to lieutenant last year; he was the department's public
information officer and an adviser to the cadet program; he was in
charge of the department's Drug Abuse Resistance Education program and
served as its first DARE officer; and
WHEREAS, He coached soccer on his days off and also enjoyed
fishing; and
WHEREAS, The passing of Lieutenant James E. Spallina, Sr., will be
felt by his family and friends, especially by his former wife, Bobbie;
his sons, Jim and Joey; his father, Elroy; his brothers, Don and Steve;
and his sister, Janet Steele; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we note with sorrow and
regret the death of Lieutenant James E. Spallina, Sr., and extend our
sincere condolences to his family and friends; and be it further

HOUSE RESOLUTION 648
Offered by Representatives Jerry Mitchell, Sommer, Leitch and
Slone:
WHEREAS, The members of the Illinois House of Representatives are
pleased to honor milestones in the history of institutions in the State
of Illinois; and
WHEREAS, Eureka College, around which the city of Eureka has grown,
is located in central Illinois; it is a liberal arts and science
institution that exists to cultivate excellence in learning, service,
and leadership; and
WHEREAS, Eureka College fosters the mutual development of intellect
and character so that it's graduates may lead meaningful, productive
lives and succeed in their professional and social roles; and
WHEREAS, Eureka College was chartered by the Illinois General
Assembly in 1855; it was the first college in the State and the third
in the nation to admit men and women on an equal basis; Eureka College
is affiliated with the Christian Church (Disciples of Christ), and
emphasizes a Christian oriented liberal education; and
WHEREAS, Eureka College has had a major impact on the country, with
alumni who have had successful careers in education, business,
management, the arts, and community service; Ronald Reagan the 40th
President of the United States of America, is perhaps Eureka College's
most famous graduate; therefore, be it

GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we recognize and
congratulate Eureka College on 145 years of providing excellence in
higher education; and be it further

HOUSE RESOLUTION 650
Offered by Representatives Howard and Morrow:
WHEREAS, Roy Curry has quite an impressive history and athletic

background; during his college career, Roy Curry was one of the most
revered quarterbacks to play at Jackson State University, leading the
school to its first Southwest Athletic Conference Championships in 1961
and 1962 and gaining the title of Black National Champions of the
Prestigious Orange Blossom Classic; it was during this classic that Roy
Curry was unanimously named most valuable player; and
WHEREAS, In 1963, Roy Curry was drafted into the National Football
League by the Pittsburgh Steelers and played two years as a wide
receiver before sustaining an injury that ended his professional
football career; and
WHEREAS, Roy Curry became a physical education specialist and
assistant football coach at Parker High School (now Paul Robeson High
School); after being promoted to head football coach, Coach Curry
coached the team to city championships in 1970 and 1981 and was runner
up in 1982 Illinois Class 5-A State High School Football League
Championship; and
WHEREAS, Coach Curry is an avid member of the Chicago Public League
Coaches Association, the Champ Sports Medicine Doctors Association, the
Sun-Times All-Area Coaches Board, the Illinois Coaches Hall of Fame,
the Jackson State University Hall of Fame, and the SWAC Football Hall
of Fame; and
WHEREAS, Coach Curry is resigning from the position of head
football coach of the Robeson High School, a position that he has held
for thirty-three years; he will now share his expertise with all of
Chicago by heading the Football Program for the entire public league;
therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we honor and applaud
Coach Roy Curry for his many years of successful coaching at Robeson
High School and thank him for dedicating his professional career to the
education of young people; and be it further
RESOLVED, That we wish him much success in his new career; and be
it further

HOUSE RESOLUTION 651

WHEREAS, The members of the Illinois House of Representatives wish
to extend their sincere sympathies to the family and friends of Earline
Beatrice Wilson, who recently passed away; and
WHEREAS, Earline Beatrice Stovall was born in Chicago, Illinois, on
June 16, 1940; her parents were Earl and Hattie Beatrice Stovall; on
July 19, 1956 she married Thomas Joseph Wilson, Sr.; and
WHEREAS, Earline Wilson was President of the Board of Education for
School District 152.5 for the past 10 years; she was a member of the
Illinois Association of School Boards, the National Association of
School Boards, and the National Alliance of Black School Educators; and
WHEREAS, Earline Wilson was a devoted mother, wife, daughter,
teacher, sister, aunt, neighbor, and friend; she was active in her
church and in her community; and
WHEREAS, Earline Wilson is survived by her husband, Thomas Wilson,
Sr.; her son, Thomas Wilson, Jr. and his wife, Rosalind, and their
children, Thomas, III, and Joshua; her son, Brendale Wilson, and his
wife, Artis, and their children, Jasmine and Tyler; her daughter, Landa
Jones, and her husband, Elisha, and their children, Derek, Aric, Ethan,
and Aisha; her daughter, Deneen Sanford, and her husband, Keith, and

HOUSE RESOLUTION 653
Offered by Representative Zickus - Eileen Lyons:
WHEREAS, In 1850, Zachary Taylor was serving as this great nation's
twelfth president; and
WHEREAS, The Underground Railroad was founded by emancipationist
Harriet Tubman and began providing safe passage from slavery to freedom
for hundreds of American slaves; and
WHEREAS, The United States was undergoing considerable growing
pains during an era that became known as the Machine Age; and
WHEREAS, 150 years ago, Elizabeth Blackwell began her first year in
practice as a medical doctor, the first woman in the United States to
practice medicine with a degree earned from an American medical school;
and
WHEREAS, In Illinois, the first township governments were
established in 1850, a century and a half ago, as the Prairie State
continued its emergence as one of the most progressive states in the
Union; and
WHEREAS, In adopting township government as one of its systems of
local rule, Illinois voters chose the oldest form of government in
existence on the North American continent, a form of government that
was brought to the New World by Pilgrims when they landed on the
eastern seaboard in 1636; and
WHEREAS, Zachary Taylor has long been forgotten by all but the most
fervent historians, slavery has been effectively abolished for 135
years, machines are being replaced by high-tech computers, and women in
medical school are nearly as prominent as men, but township government
continues to serve and thrive; and
WHEREAS, In April, 2000, township government in Illinois celebrates
its sesquicentennial anniversary as the government of "the people next
door", a local government that continues to serve its constituents
with efficiency and dedication; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate our
local township officials as they celebrate the 150th anniversary of the
first township governments in Illinois; and be it further
RESOLVED, That we extend to our local township officials our best
wishes for continued success in the service of the people who depend on
townships for essential government services; and be it further
RESOLVED, That a suitable copy of this resolution be delivered to
the Township Officials of Illinois to serve as a tribute to the
sesquicentennial celebration of township government in Illinois.

WHEREAS, The Illinois Family and Consumer Sciences Teachers
Association promotes the interest of Family and Consumer Sciences
education in all subject matter areas and at all levels; and
WHEREAS, The Illinois Family and Consumer Sciences Teachers
Association unites into one statewide organization those persons
interested in promoting Family and Consumer Sciences education; and
WHEREAS, The Illinois Family and Consumer Sciences Teachers
Association assumes and maintains an active State leadership in the
promotion of Career and Technical Education in Family and Consumer
Sciences; and
WHEREAS, The Illinois Family and Consumer Sciences Teachers
Association acts as a central agency to help keep the people of this
State, including legislators and our representation in the national
congressional bodies, clearly and reliably informed of the purposes,
needs, and accomplishments of Career and Technical Education in Family
and Consumer Sciences education programs; and

WHEREAS, The Illinois Family and Consumer Sciences Teachers
Association provides opportunities for professional growth and
development of all Career and Technical Education/Family and Consumer
Science educational personnel; and

Technical Education/Family and Consumer Sciences educational programs
from early childhood through adulthood; and
WHEREAS, The Illinois Family and Consumer Sciences Teachers

America as an integral part of the Family and Consumer Sciences
education programs; and
WHEREAS, The Illinois Family and Consumer Sciences Teachers
Association develops and encourages the linkage between Career and
Technical Education/Family and Consumer Sciences, business, and
industry; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we recognize the
Illinois Family and Consumer Sciences Teachers Association present here
today and congratulate them for their efforts in working toward a
better Illinois; and be it further
RESOLVED, That a suitable copy of this resolution be presented to
Carla Nilson, President of the Illinois Family and Consumer Sciences
Teachers Association.
HOUSE RESOLUTION 655
Offered by Representative Granberg:
WHEREAS, The members of the Illinois House of Representatives are
pleased to honor milestones in the lives of citizens of the State of
Illinois; and
WHEREAS, Doris Whitten of Salem, Illinois has been named the
recipient of the Illinois Woman of Achievement Award by the Lieutenant
Governor's Office in conjunction with March being "Women's History
Month"; and
WHEREAS, Doris Whitten was nominated for this award by Salem Mayor
Leonard E. Ferguson; and
WHEREAS, Doris Whitten is the author of "The Secrets of a Happy
Homemaker"; she is a public speaker and has a career in public
relations and marketing; Doris Whitten has served as a member of the
Salem Historical Commission, the Police Department Citizens Council,
the City and County Sesquicentennial and Bicentennial Commissions, the
Salem Woman's Club, the South Central Community Concerts Association,
and the Salem Chamber of Commerce; and
WHEREAS, Doris Whitten has been a soloist with the Salem Little
Theater Group and was co-chairman of the Little Egypt Parade; she
served as president of the Jr. High and High School Band Parents for
seven years and was chairman of the 50th Anniversary of the GI Bill of
Rights Celebration; she organized the Salem Senior Citizens Club, the
People Alone Club, the Newcomers Club, and the Women in Need Club; and
WHEREAS, Doris Whitten has received numerous awards, including the
Most Outstanding Woman in Salem, the Modern Woodmen Insurance
Outstanding Citizen Award, the International Who's Who in Community
Service Award, the Salem Citizen of the Month, the 1998 Chamber of
Commerce Outstanding Community Service Award, and was nominated to the
President's Volunteer Action Award; she was recently notified that her
name has been place on the "Wall of Fame" in the National Women's Hall
of Fame in Seneca, New York; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Doris
Whitten on receiving the Illinois Woman of Achievement Award; and be it

Offered by Representative Kosel:
WHEREAS, We as Americans enjoy our liberties through the documents
that our founding fathers created; those documents are known as the
Declaration of Independence and the United States Constitution, with
its Bill of Rights; and
WHEREAS, James Madison had considerable influence in the creating
of the United States Constitution, as the author of the Virginia Plan,
which served as the model and basis for discussion in the formation of
the Constitution; this document has perserved, and continues to
perserve, our liberties in this country; and
WHEREAS, James Madison wrote many of the articles that became known
as the Federalist Papers; the Federalist Papers persuaded the
inhabitants of the early colonies to endorse and accept the United
States Constitution; and
WHEREAS, James Madison served in the first United States House of
Representatives under the new government from 1789 to 1797; during this
time he introduced the Bill of Rights into Congress, establishing the
full protection and preservation of our liberties; and
WHEREAS, James Madison served as President of the United States
from 1809 to 1817; and March 16, 2000 is the 249th anniversary of the
birth of James Madison; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we declare March 16,
2000, and for each year thereafter, as Liberty Day in the State of
Illinois; and that the month of March be declared Liberty Month in the
State of Illinois.
At the hour of 1:05 o'clock p.m., Representative Currie moved that
the House do now adjourn until Thursday, March 9, 2000, at 12:00
o'clock noon.
