    The House met pursuant to adjournment.
    The Speaker in the Chair.
    Prayer by Pastor John Lambert with the Faith Temple AME Church in
Springfield, Illinois.
    Representative Hartke led the House in the Pledge of Allegiance.
    By direction of the Speaker, a roll call was taken  to  ascertain
the attendance of Members, as follows:
    112 present.  (ROLL CALL 1-1ss)

    By  unanimous  consent, Representatives Black, Lou Jones, Shirley
Jones, Murphy, Pankau and Schoenberg. were excused  from  attendance.


                               RECESS

    At the hour of 11:14 o'clock a.m., Speaker Madigan moved that the
House do now take a recess until 2:00 o'clock p.m.
    The motion prevailed.
    At the hour of 2:00 o'clock p.m., the House resumed its session.
    Speaker Madigan in the Chair.

    At  the hour of 2:26 o'clock p.m., Speaker Madigan moved that the
House do now take a recess until 4:00 o'clock p.m.
    The motion prevailed.
    At the hour of 6:43 o'clock p.m., the House resumed its session.
    Speaker Madigan in the Chair.


    At the hour of 6:45 o'clock p.m., Speaker Madigan moved that  the
House  do  now  adjourn  until  Friday,  December  17, 1999, at 11:00
o'clock a.m.
    The motion prevailed.
    And the First Special Session stood adjourned.
