WHEREAS, The members of the Illinois House of Representatives are
honored to recognize milestone events in the lives of the citizens of
the State of Illinois; and
WHEREAS, It has come to our attention that Charlie A. Thurston is
retiring this year; and
WHEREAS, Charlie A. Thurston has worked 39 years for Nicor Gas,
serving as vice president of governmental affairs for the past eight
years; before his current position he served in various positions,
including vice president of divisions, environmental affairs,
engineering, consumer services, and technical training; and
WHEREAS, Charlie A. Thurston earned his Bachelor's degree in civil
engineering from Kansas University in 1961, where he was a valued
member of the Jayhawks varsity football team; and
WHEREAS, Charlie A. Thurston earned his Masters of Science degree
from the Institute of Industrial Relations of Loyola University,
Chicago, in 1974; and
WHEREAS, Charlie A. Thurston has served in many civic positions
over the years, including serving as president of the Northeastern
Illinois Planning Commission, as president of the DuPage County Branch
of the NAACP, as secretary of the Illinois Futures Task Force, as a
board member of the Metropolitan Open Communities Leadership Council,
as a board member of the Urban League in Aurora, on the board of the
National Association of Regional Councils, and as president of the
DuPage Community Foundation; and
WHEREAS, Charlie A. Thurston has served in many professional

organizations, including service as chairman of the Midwest Gas
Association, as chairman of the American Gas Association Urban Affairs
Committee, and as a member of the Economic Club of Chicago; and
WHEREAS, Charlie A. Thurston has successfully raised three

wonderful grandchildren; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND

WHEREAS, Virginia "Dinny" Knuepfer has served as a member of the
Board of Trustees of the Conservation Foundation for the past six
years; and
WHEREAS, The Conservation Foundation was established in 1972 by
business and community leaders; the mission of the Foundation is "to
enhance the quality of life by preserving open space, protecting
natural lands, and improving rivers and watersheds"; the membership
exceeds 1,600 members and 500 volunteers from DuPage, Kane, Kendall,
and Will counties in Illinois; and
WHEREAS, During her six years as an active member of the Board of
Trustees Virginia Knuepfer has overseen the preservation of more than
1,000 acres of open space in DuPage, Kane, Kendall, and Will Counties;
she has seen the development of the DuPage River Watershed Plan, a plan
to clean up and restore the DuPage River; she has overseen the passage
of $215 million in open space bonds for DuPage, Kane, and Will
Counties; she served on the DuPage Referendum Committee in 1997; and
she has seen the doubling of the Foundation's membership, the doubling
of staff, the doubling of assets, and the Foundation's expansion from
one to four counties; and
WHEREAS, Virginia Knuepfer has also been an active member of the
Elmhurst Garden Club, including serving on the State Board; she was an
active member of the Ray Graham Association; she organized Crowning
Glory, a group of women who design head coverings for women suffering
with cancer; she has served on the board of the Elmhurst Art Museum;
and she is a former board member of the Metro YWCA and Community
Nursing; and
WHEREAS, Virginia Knuepfer is the mother of five children, the
grandmother of fourteen grandchildren, and the great-grandmother of
one; she loves to garden and practice conservation; therefore, be it

Offered by Representative Currie:
WHEREAS, The members of the Illinois House of Representatives wish
to express their sincere condolences to the family and friends of Ugo
Fano, who passed away on February 13, 2001; and
WHEREAS, Mr. Fano was a groundbreaking nuclear physicist who
discovered how light and matter interact at the subatomic level; and
WHEREAS, Mr. Fano was a former chairman of the University of
Chicago's physics department, and a professor emeritus there since
1982; and
WHEREAS, As a student of Enrico Fermi and Werner Heisenberg in the
1930's, Professor Fano provided one of the few direct links between
modern researchers and what has been termed physic's Golden Age at the
beginning of the 20th century; he predicted spinning electrons,
explained the reason behind asymmetrical spectral shapes emitted by
excited atoms, and indentified the effects of radioactivity on human
genes; and
WHEREAS, Professor Fano was adept at spotting unseen implications
in other people's research; he earned the reputation for explaining
apparently diverse and complex phenomena into simple and practical
descriptions; his work led to a wide range of practical applications in
fields from nuclear medicine to laser research; and
WHEREAS, Professor Fano was born in Torino, Italy; his father was a
renowned mathematician, but Professor Ugo gravitated to atomic physics
by the time he was a teen; he received his doctorate in mathematics
from the University of Torino in 1934 and did postdoctoral work at the
University of Rome until 1936; and
WHEREAS, Professor Fano led U.S. research in the 1940's and 1950's
to discover the effects of radiation on biological systems; in 1959, he
co-wrote a book on the mathematics underlying interactions between
atomic particles and radiation; in the same year he co-wrote a book
with his wife, Camilla, on basic physics of atoms and molecules; and
WHEREAS, Professor Fano joined the faculty at the University of
Chicago in 1966; in 1968, he authored an article that set an agenda for
particle accelerator research that has lasted for decades; in the late
1960's he forecasted that by shooting beams of light with certain known
energies at atoms, electrons could be kicked off and spun in
predictable directions; This work produced a key method for creating
spin-polarized electron beams, which would later be used to probe
groupings of molecules and magnetic materials to discover their
structures; and
WHEREAS, At the University of Chicago, Professor Fano was regarded

as an accomplished and demanding teacher; he was appointed chairman of
the University of Chicago's physics department in 1972; and
WHEREAS, Professor Fano earned many awards and distinctions during
his life which included the United States Department of Energy's Enrico
Fermi Award in 1996, his election into the Royal Society of London in
1995 and to the Accademia Nazionale dei Lincei in 1993; He was the
recipient of the United States Department of Commerce Award in 1968,
the Stratton Award from the National Bureau of Standards in 1963, and
the Rockefeller Public Service Award in 1956; and
WHEREAS, The passing of Ugo Fano will be deeply felt by all who
knew and loved him, especially his wife, Camilla, his daughters, Mary
Giacomoni and Virginia Ghattas; his brother, Robert Fano; and his
grandchildren; therefore, be it

WHEREAS, The members of the Illinois House of Representatives are
pleased to recognize milestone events in the history of organizations
of the State of Illinois; and
WHEREAS, The Schaumburg Youth Orchestra was named the "2000 Youth
Orchestra of the Year" by the Illinois Council of Orchestras; and
WHEREAS, The Schaumburg Youth Symphony Orchestra is comprised of
150 high school and college students from Schaumburg and surrounding
communities; it is made up of three components, the Youth Symphony
Orchestra, the Chamber Orchestra, and the String Ensemble; and
WHEREAS, The Schaumburg Youth Symphony Orchestra was established in
1989 by Director Joseph Malmquist; the Orchestra started with only
sixteen musicians, who all played strings; today, Mr. Malmquist
continues as Youth Symphony director, and Greta Hess directs the
Chamber Orchestra and String Ensemble; and
WHEREAS, The Schaumburg Youth Symphony Orchestra is designed to
challenge young musicians, and to reach out to an audience younger than
is traditional for classical music; and
WHEREAS, The Schaumburg symphony toured Europe in 2000 and was one
of the few orchestras to release a CD, "Birth of a Millennium" which
was handed out to newborns at three area hospitals throughout the year;
and
WHEREAS, The Chicago-based Illinois Council of Orchestras is a
statewide organization that promotes encourages and assists the
development of orchestras throughout Illinois; Schaumburg was chosen
from among 30 nominated youth orchestras; and
WHEREAS, The award will be formally presented to the Schaumburg
Youth Symphony Orchestra at one of its spring concerts; therefore, be

"Miracle of 64th Street", located on the south side of Chicago at 6410
South Dante, with a history that spans 100 years; and
WHEREAS, As Mount Carmel High School is celebrating its centennial,
780 young men commute to school from a hundred parishes in south
metropolitan Chicagoland bound together by a common vision and a common
goal, symbolized by the Brown Scapular of Our Lady of Mount Carmel; and
WHEREAS, In the Mount Carmel High School tradition, a student comes
to Carmel as a boy and if he cares to struggle and work at it, he will
leave as a man; and
WHEREAS, In furtherance of that tradition, the Mount Carmel High
School Football team has been named the 1990's Team of the Decade; and
WHEREAS, The Mount Carmel High School Football team won the State
Championship in 1980, 1988, 1989, 1990, 1991, 1996, 1998, 1999, and
2000 and was the State runner-up in 1986 and 1995, with an overall
record of 563 wins and 196 losses; and
WHEREAS, The Mount Carmel High School Football team was the
Catholic League Champion for eleven years straight; and
WHEREAS, Mount Carmel High School is led by principal, Father Carl
Markelz, O. Carm., and its football team is led by Coach Frank Lenti,
who has been named the High School Coach of the Century by the Chicago
Tribune with a career record of 198 wins and 26 losses, leading the
