WHEREAS, It has come to our attention that Richard L. Stubblefield
is retiring from an outstanding 25-year career as Head Advisor of the
Mt. Vernon High School Delegation of Illinois YMCA Youth and
Government; and
WHEREAS, Richard Stubblefield has been affiliated with the Illinois
YMCA Youth and Government Board of Directors since 1987; he has served
as Vice-Chairperson since 1994; other positions he has held include
Parliamentarian Supervisor, Facilities Control Director, Legislative
Committee Coordinator, House and Senate Chamber Security Director, and
as Director of Transportation; and
WHEREAS, Richard Stubblefield's first delegation at Mt. Vernon High
School has grown from an initial eight students to seventy-one students
this year; under his teaching and mentoring, Mt. Vernon High School has
elected eight youth governors for Illinois YMCA Youth and Government;
and
WHEREAS, Richard Stubblefield is not the only member of his family
to participate in Illinois YMCA Youth and Government, Mr.
Stubblefield's wife, Carolyn, has also been an advisor with the Mt.
Vernon High School delegation; his daughter, Sara Stubblefield, is a
current member of the Illinois YMCA Youth and Government Board of

Owen McKeaney, who recently passed away; and
WHEREAS, F. Owen McKeaney was an entertainment and restaurant
entrepreneur who owned most of Rush and Division Street nightlife
legends such as The Lodge, Shenannigans, Bootleggers, Mother's Too,
Hangge Uppe, Pippin's, Streeters, Life's Too Short, and River Shannon;
and
WHEREAS, Mr. McKeaney was well known for his work in helping
Chicago police officers and their families killed or injured in the
line of duty; and he hosted hundreds of fundraisers for various
charities both locally and nationally; and
WHEREAS, Mr. McKeaney was a longtime parishioner and supporter of
Old Saint Patrick's Church; he was President/CEO of the Lodge
Management Group; he was an active member of the community in several
organizations that include the Division Street Merchants Association
where he served as President and Founder, he was Treasurer of the North
Dearborn Street Association, a member of the North State Astor Lake
Shore Drive Association, the Near North Preservation Council, the River
West Association, and a former board member of the Greater North
Michigan Avenue Association, he was an early advocate and supporter of
the Community Action Policing (C.A.P.S.), the original chairman for the
18th District Hospitality Committee, and sponsored charity fundraisers
such as "Wing Fest" that benefited the National Multiple Sclerosis
Society Greater Illinois Chapter; and
WHEREAS, The passing of F. Owen McKeaney will be deeply felt by all

HOUSE JOINT RESOLUTION 17

WHEREAS, The members of the General Assembly wish to express their
sincere condolences to the family and friends of Michael McKean and
Clint Talley, two brave firefighters in the Ashton Fire Protection
District, who passed away on February 17, 2001, while in the line of
duty; and
WHEREAS, On Saturday morning, February 17, 2001, Mike McKean and
Clint Talley were called into duty to combat a housefire; upon
entering the fiery scene, the first floor of the flaming house
collapsed into the basement on top of the two firefighters; and
WHEREAS, Mike L. McKean was born on February 16, 1969 to Michael
and Cheryl McKean; he married Tonya Webb on March 31, 2000 in Dixon,
Illinois; and
WHEREAS, Mike McKean was a volunteer fireman for the Ashton Fire
Protection District for the last two years and of that time, he served
as an Emergency Medical Technician (EMT) for one year; and
WHEREAS, The passing of Mike McKean will be deeply felt by all who
knew and loved him, especially his wife, Tonya; his children, Zion
Patrick, Andrew Gene, and Tobi Lynn; his parents, Michael and Cheryl
McKean; his sister, Jolene McKean; and his nieces and nephews; and
WHEREAS, Clint Talley was born on July 3, 1973, to Mark and Diana
Talley; he married Lori Kersten on May 20, 1995, in Ashton, Illinois;

WHEREAS, Clint Talley was a volunteer firefighter for the Ashton
Fire Protection District and an Emergency Medical Technician (EMT) for
the last five years; and
WHEREAS, The passing of Clint Talley will be deeply felt by all who
knew and loved him, especially his wife, Lori; his children, Jamie and
Kristen; his brother, Jason; his sister, Beckie; his parents, Mark and
Diana Talley; his grandparents, Dorothy Talley, Mickey Hallstrom, and
Ed and Carol Sandeen; his great-grandmother, Caroline Oldenburg; his
niece; and his two nephews; and

WHEREAS, Mike McKean and Clint Talley gave their lives unselfishly
and unconditionally to protect the safety of the citizens of the Ashton
community; their loyalty and dedication to their department, family and
to the citizens of the Ashton community are examples of what true heros
are; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING
HEREIN, that we mourn, along with all who knew them, the deaths of our
fallen heros, Michael McKean and Clint Talley of Ashton, Illinois; and
be it further
RESOLVED, That a suitable copy of this resolution be presented to
the families of Michael McKean and Clint Talley with out sincere
