Greene, who passed away on May 21, 2001; and WHEREAS, Elizabeth L. Greene was born on February 27, 1914 in Covington, Georgia to Tobie T. Greene, Sr. and Willie G. Greene; she attended Coleman Zeno School and Wendell Phillips School; and WHEREAS, Elizabeth L. Greene was a member at Mount Moriah Baptist Church; and WHEREAS, The passing of Elizabeth L. Greene will be deeply felt by all who knew and loved her, especially her son, George (Marva); her grandson, Dwayne; her sisters, Lillian Galloway and Senora (Eugene Worthington); her brother, Tobie T. HOUSE RESOLUTION 610 Offered by Representative Granberg: WHEREAS, The members of the Illinois House of Representatives are pleased to recognize milestone accomplishments in the lives of the citizens of the State of Illinois; and WHEREAS, It has come to our attention that the Salem Township Hospital Board, Administration, and Staff honored S.E. Rubio, M.D. for 50 years of dedicated service in the medical profession on January 19, 2002; and WHEREAS, Born in Cuba, Dr. Rubio came to the United States in 1961; he earned his doctorate in Medicine and Surgery from the University of Cuba in 1952, performed his residency at University Hospital in Cuba from 1952 through 1955, and received his Certificate of Internship from Evangelical Hospital in Chicago in 1963 and 1964; and
5 [January 29, 2002] WHEREAS, Dr. Rubio currently serves on the medical staff of Salem Township Hospital as an active member and as a physician for the Southern Illinois Healthcare Foundation since 2001, and he has served at St. Mary's Hospital of Centralia as courtesy staff for 35 years; he also served as an instructor at the University of Havana Medical School from 1955 through 1961 and worked in private practice from 1964 through 1994, and WHEREAS, Dr. Rubio is a member of many professional and civic organizations, including the American Medical Association since 1964, the American Academy of Family Physicians since 1974, the American Academy of General Practice since 1969, the Cuban Medical Association in Exile since 1962, and the governing board of Salem Township Hospital; he serviced as the elected Chief of Staff of Salem Township Hospital, and as medical director of Salem Medical Center for 28 years; in addition, he is a board member of St. Lawrence Catholic Church and is a member of the Elks Lodge; and WHEREAS, Dr. Rubio was selected the Physician of the Year Award recipient for the State of Illinois in 1999 by the Illinois Academy of Family Physicians, and he was one of ten finalists for National Physician of the Year in 2000 awarded by the American Academy of Family Physicians; and WHEREAS, Dr. Rubio is supported by his loving and very proud family, including his wife, Mary Jo Rubio, his sons, Edward Rubio, Sergio Rubio, and Gelsys Rubio, his daughter, Elena Warren, his stepchildren, Christopher Baur and Molly Jo Baur, and his grandchildren, Eric, Nicholas, and Emilio; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate S.E. HOUSE RESOLUTION 611 Offered by Representative Daniels - Wojcik: WHEREAS, The members of the Illinois House of Representatives offer our sincere congratulations to the Driscoll Catholic High School Football Team on winning the Class 4A State Championship Title in Champaign on November 23, 2001; and WHEREAS, Driscoll Catholic High School, located in Addison, first opened its doors to students in 1966; and WHEREAS, Under the direction of the Diocese of Joliet, Driscoll was first founded by the School Sisters of St. Francis and the Brothers of the Christian Schools; and WHEREAS, Driscoll's Principal Stephen Marth and Athletic Director Robert Carlson have worked to build a strong athletic program; and WHEREAS, The Driscoll Highlanders overcame opening the football season with a 0-2 record yet went on to 12 consecutive victories and defeated Mt. Carmel in double overtime by a score of 42-41 to secure the Class 4A Championship; and WHEREAS, The Highlanders advanced to the Class 3A Semifinals last year; and WHEREAS, Head Football Coach Tim Racki has been part of the Driscoll football program since being on the first Highlanders' playoff team in 1986; and WHEREAS, With the support of Assistant Coaches Mike Burzawa, Larry Guida, Joe Petro, Mike Locansole, Bob LaMantia, Branson New, John Pullia, Mark Morgan, Bill Erzig, Chip Forestor, Nick Cicero, Bob Crowe, Shawn Nycass, Dan Cepek, and John Bertagna, Driscoll won its first state title since 1991; and WHEREAS, Motivated by the leadership of Captains Victor Arlis, Mike Senese, Kentin Lathrope, Mike Freeman, Jim Vozzella, Mike Tenuto, Jeremy Netzer, Paul Whetsel, team members demonstrated true spirit and commitment to their sport; and
[January 29, 2002] 6 WHEREAS, Driscoll's senior football players Paul Whetsel, Michael Senese, Jeremy Netzer, Tim Hayden, Bobby Fennell, Mike Tenuto, Victor Arlis, Chris Agdeppa, Mike Freeman, Jon Gorogianis, Nick Anton, Dan Pokorny, James Vozzella, Manuel Calvillo, Chris Tronco, Bruce Troutman, Kentin Lathrope, Bob LaMantia, Bill LaBrack, Bobby Jacobsen, Wiener Pressard, and Mike Paluszkiewicz, guided their younger teammates; and WHEREAS, Junior Quarterback Matt Mahaney lead the team on the field finishing the game 11 of 20 for 167 yards and two touchdowns; and WHEREAS, The strong defensive core held Mt. Carmel to just 139 yards in the second half and stopped a Mt. Carmel 2-point conversion pass, giving the Highlanders the 42-41 double-overtime victory; and WHEREAS, The offensive line rallied to surpass a 28-18 Mt. Carmel lead and score 24 points in the second half of the game; and WHEREAS, The special teams had an outstanding game with Sophomore Greg Turner, who had a 31 yard kickoff return and Junior Anthony Gebhard who returned two kickoffs for a total of 83 yards; and WHEREAS, Freshman Kicker Rick Albreski hit a 32 yard field goal and converted all four extra points, including the game winning extra point; and WHEREAS, This achievement is a source of inspiration to the entire Driscoll community, contributing to the successful educational and athletic programs at Driscoll; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY- SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we do hereby offer our congratulations to the Driscoll Catholic High School Football Team; and be it further RESOLVED, That a suitable copy of this resolution be presented to Driscoll Catholic High School Principal Stephen Marth, Athletic Director Robert Carlson and the Head Coach Tim Racki, this day, January 30, 2002. HOUSE RESOLUTION 612 Offered by Representative Granberg: WHEREAS, The members of the Illinois House of Representatives is pleased to honor milestone events in the lives of the citizens of the State of Illinois; and WHEREAS, Red Schwartz broke 70 the other day, that's a lot of clubs; and WHEREAS, Red Schwartz is so old that when he was a kid, the Dead Sea was only slightly ill; and WHEREAS, We've been asked to say a couple of words about Red Schwartz, how about "short" and "cheap"; and WHEREAS, It has come to the attention of the Illinois House of Representatives that the Honorable (or not so) "Red" Schwartz is the subject of a roast by the Centralia Elks; and WHEREAS, Sally Schwartz is in the process of being declared a saint by the Vatican for her many years in purgatory by virtue of her marriage; and WHEREAS, "Red" Schwartz gave hairstyling tips to Lou Henson of the University of Illinois; and WHEREAS, "Red" Schwartz is a member of the insurance industry, the only profession that is held in less esteem than members of the legislature; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate "Red" Schwartz on his roast ceremony by the Centralia Elks; and be it further RESOLVED, That a suitable copy of this resolution be presented to "Red" Schwartz as an expression of our esteem. HOUSE RESOLUTION 613 Offered by Representative Osterman: WHEREAS, The members of the Illinois House of Representatives wish to express their sincere condolences to the family and friends of William Patrick Clancy, who recently passed away; and
7 [January 29, 2002] WHEREAS, William Patrick Clancy was a native of Woodville, Co. Sligo and Westport, Co. Mayo, Ireland; and WHEREAS, Mr. Clancy was a retired manager of Kroger; and WHEREAS, The passing of William Patrick Clancy will be deeply felt by all who knew and loved him, especially his beloved wife of 66 years, Kathleen Clancy; his children, Charles (Jan) Clancy, William (Mary) Clancy, Mary (Bob) Jurewicz, Patrick (Donna) Clancy, Kathleen (Conrad) Kamer, and Sergeant Gerard Clancy, C.P.D; his 22 grandchildren; his 17 great-grandchildren; his sister Sadie Kelly; and his brother Charles Clancy; he was preceded in death by his son, Lance Corporal Joseph A. Clancy, U.S.M.C., and his sisters, Eileen, Maisie, Ita, and Annie; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with all who knew him, the death of William Patrick Clancy; and be it further RESOLVED, That a suitable copy of this resolution be presented to the family of William Patrick Clancy with our sincere condolences. HOUSE RESOLUTION 615 Offered by Representative Garrett: WHEREAS, The members of the Illinois House of Representatives are honored to recognize milestone accomplishments in the lives of the citizens of the State of Illinois; and WHEREAS, It has come to our attention that Dr. Dulce Milanes of Lake Forest, Illinois recently achieved a new U.S. record for bringing life into the world; and WHEREAS, According to the American College of Obstetrics and Gynecology, Dr. Milanes hold the U.S. record for delivering babies; the Lake Forest resident has delivered over 15,000 baby boys and girls, many of them at Condell Medical Center in Libertyville, and Provena-St. Therese Medical Center and Victory Memorial Hospital in Waukegan; and WHEREAS, Dr. Milanes delivered her first baby after reading a "how to" book at the age of 15; she began her internship and residency in Grayslake in 1954 after completing medical school in Havana, Cuba; she has offices in Grayslake and Waukegan; and WHEREAS, Dr. Milanes has loved every minute of her work and is proud of her 47-year old practice; in addition to delivering the rough equivalent of half the population of Mundelein, Illinois, Dr. Milanes has witnessed her share of unusual births throughout the years; and WHEREAS, Today Dr. Milanes is still missing her meals and leaving movie theaters when her patients are ready to deliver; her office is still packed daily; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Dr. Dulce Milanes on setting a new U.S. record for delivering babies, and we wish her continued success in the future; and be it further RESOLVED, That a suitable copy of this resolution be presented to Dr. Dulce Milanes as an expression of our esteem. HOUSE RESOLUTION 617 Offered by Representative Morrow: WHEREAS, The members of the Illinois House of Representatives wish to express their sincere condolences to the family and friends of Linda Collins, who passed away on January 18, 2002; and WHEREAS, Linda Collins, who was diagnosed with sickle-cell anemia at age 5, was a dedicated activist who sought better treatments for patients suffering from sickle-cell anemia; and WHEREAS, Ms. Collins began her work as a student at Chicago State University, where she studied public administration and public policy and founded a support group on campus for people with sickle-cell anemia, a disease that alters the shape and reduces the number of red blood cells, depriving the body of oxygen; and WHEREAS, Ms. Collins later worked with State lawmakers to draw
[January 29, 2002] 8 public attention to the disease, holding educational forums, galas and campaigns; in 1984 the Illinois attorney general appointed her to the Disabled Person Advocacy Board, and she helped draft the Americans with Disabilities Act, which became law in 1990; and WHEREAS, Also in 1990, Ms. Collins founded a not-for-profit organization now known as the Have a Heart for Sickle-Cell Anemia Foundation to promote awareness and provide support to people who have the disease and their families; and WHEREAS, In 2001, Ms. Collins successfully lobbied the Illinois General Assembly for a $1.9 million grant for a sickle-cell research lab and treatment center at the University of Illinois at Chicago; and WHEREAS, Linda Collins was known as a person who could really get other people to come on board; she was a good networker and brought the sickle-cell anemia disease into the public like few people could do; her main goal was to raise money for research; and WHEREAS, The passing of Linda Collins will be deeply felt by all who knew and loved her, especially her children, JeRome Williams and Andriana Collins; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with all who knew her, the death of Linda Collins of Chicago, Illinois; and be it further RESOLVED, That a suitable copy of this resolution be presented to the family of Linda Collins with our sincere condolences. HOUSE RESOLUTION 618 Offered by Representative Giles: WHEREAS, The members of the Illinois House of Representatives wish to express their sincere condolences to the family and friends of Vallie Ree Williams, who passed away on March 6, 2001; and WHEREAS, Vallie Ree Williams was born on September 21, 1917 in Pope, Mississippi; she was one of five children to the late James Arthur and Louvisa Curry; and WHEREAS, Vallie Ree Williams was a member of St. Luke's Church of Jonestown, Mississippi for many years; after relocating to Chicago, she became a member of St. John's Baptist Church, and later, the First Baptist Congregational Church; in addition, she was active with the Southern Christian Leadership Conference and participated in freedom marches in the south; and WHEREAS, Vallie Ree Williams worked for Culinary Foods and was a member of the United Commercial Food Workers Union; and WHEREAS, The passing of Vallie Ree Williams is deeply felt by all who knew and loved her, especially her children, Charley Hardy, Jr., Virginia Williams, Johnnie Williams, Vallie Allen, Minnie Moss, Edna Harris, Diana Strong, and Darlena Burnett; her grandchildren, Oneida, Dorthia, Johnnie, Joseph, Omar, Philander, Nicole, Shalanda, Tasha, Charles, Marquis, George, Darius, and (lil) Walter; her niece, Annie Shaw; her great-nieces, Lisa Marion, Patricia, Doris, Laverne, and Rochelle; her 15 great-grandchildren; her 4 great-great-grandchildren; and a host of cousins, nieces, nephews, and friends; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with all who knew her, the death of Vallie Ree Williams of Chicago, Illinois; and be it further RESOLVED, That a suitable copy of this resolution be presented to the family of Vallie Ree Williams with our sincere condolences. HOUSE RESOLUTION 619 Offered by Representative Granberg: WHEREAS, The members of the Illinois House of Representatives are pleased to recognize milestone events in the lives of the citizens of the State of Illinois; and WHEREAS, It has come to our attention that Sheriff Roy Dean Bradford of Jefferson County will be sworn in as the President of the
9 [January 29, 2002] Illinois Sheriffs' Association at an inaugural banquet on January 27, 2002, a day that the mayor of Mt. Vernon has officially declared as "Roy Dean Bradford Day"; and WHEREAS, Roy Dean Bradford began his distinguished law enforcement career in 1974 when he joined the Jefferson County Sheriff's Office; he was quickly promoted to captain in 1976 and then to chief deputy one year later; and WHEREAS, Sheriff Bradford became the Certified Arson Investigator for the University of Illinois in 1984, where he served for 9 years; in 1993, he was appointed the sheriff of Jefferson County after the death of Sheriff Bob Pitchford; he was then elected as Jefferson County Sheriff by a 74% majority vote in 1994 and reelected in 1998 by an even larger 84% vote; and WHEREAS, While serving Jefferson County as sheriff, Sheriff Bradford has received numerous awards throughout his career including the "Governor's Award of Excellence in Law Enforcement Training"; and WHEREAS, In addition to his duties as sheriff, Sheriff Bradford has also been active in the Illinois Sheriffs' Association; he was elected to the Executive Board in 1998, and served as the second Vice-President in 2000 and the first Vice-President in 2001; and WHEREAS, Throughout his career, Sheriff Bradford has been supported by his wife of 38 years, Glenda; they have raised 3 daughters Marcia, Carol, and Julie; and are blessed with 4 grandchildren Alyssa, Rachel, Emily, and Hannah; therefore be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we thank Sheriff Roy Dean Bradford for his years of service to Jefferson County and we congratulate him on his inauguration as President of the Illinois Sheriffs' Association; and be it further RESOLVED, That a suitable copy of this resolution be presented to Sheriff Roy Dean Bradford as an expression of our esteem. HOUSE RESOLUTION 620 Offered by Representative Granberg: WHEREAS, The members of the Illinois House of Representatives are honored to recognize milestone events in the lives of the citizens of the State of Illinois; and WHEREAS, It has come to our attention that John Willis is celebrating his 20th anniversary at Calumet Street Christian Church in Centralia; and WHEREAS, On January 17, 1982, John Willis came to serve as the preaching minister at Calumet Street Christian Church; and WHEREAS, John Willis and his wife Debbie are the parents of three grown children who are all active in the Christian ministry, Christie (Phil) Heller, Matthew (Renee), and Sarah, and they are the grandparents of Jenna Beth and Cade Heller; and WHEREAS, On January 27, 2002, the Willises were honored by the Calumet Street Christian Church for their many years of dedication and service; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate John Willis on the celebration of his 20th anniversary of service as the preaching minister with the Calumet Street Christian Church; and be it further RESOLVED, That a suitable copy of this resolution be presented to John Willis as an expression of our esteem. HOUSE RESOLUTION 621 Offered by Representative Granberg: WHEREAS, It has come to our attention that the organizers of the Clinton County Relay for Life, a fundraiser for the American Cancer Society, received two prestigious awards during a recent Relay University held in Chicago; and
[January 29, 2002] 10 WHEREAS, Clinton County Relay for Life, which was held at Central High School in Breese, placed second in per capita funds raised in groups with populations from 35,000 to 39,999 and also received the Rookie of the Year Award; the Clinton County events raised $225,000 or $5.63 per resident of the county; and WHEREAS, A variety of activities are planned at each Relay to raise money to fight cancer, but the theme is the actual relay; Clinton County's first relay produced 108 teams of 10 to 12 members each; each team commits one member to walking the track during the entire event; and WHEREAS, The Opening lap at each relay is traditionally known as the Survivor's Lap, which is walked by cancer survivors; organizers of the Clinton County Relay for Life initially planned for 100 survivors but nearly 200 survivors actually participated; in addition, over 600 luminaries, a paper bag with a candle and the name of a cancer victim, were purchased; and WHEREAS, Other events at Clinton County's first Relay for Life included an ugly baby contest, a talent contest, a celebrity-look-alike contest and karaoke; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate the organizers and participants of the first Clinton County Relay for Life on being honored with the Rookie of the Year Award and placing second in the per capita funds category; and be it further RESOLVED, That suitable copies of this resolution be presented to the organizers of the Clinton County Relay for Life as an expression of our esteem. HOUSE RESOLUTION 622 Offered by Representative Lang: WHEREAS, The members of the House of Representatives are pleased to recognize milestone events in the history of organizations that serve the citizens of the State of Illinois; and WHEREAS, The Chicago Association of Realtors, Inc. and its corporate predecessors have been an active real estate association in Illinois since 1883 when the Chicago Real Estate Board was founded on January 11, 1883; and WHEREAS, The Chicago Association of Realtors, Inc. played a key role in the establishment of both the National Association of Real Estate Boards, the predecessor to the National Association of Realtors, in 1908, and the Real Estate Association of Illinois, the predecessor to the Illinois Association of Realtors, in 1916; and WHEREAS, The Chicago Association of Realtors, Inc. services nearly 8,600 members and is the third largest local real estate board in the country; and WHEREAS, The Chicago Association of Realtors, Inc. was one of the first real estate associations in the United States to form an international chapter and has entered into Ambassador Agreements with several countries, including Poland, Ireland, and the Czech Republic; and WHEREAS, The members of The Chicago Association of Realtors, Inc. and their offices are located and serve in, among other places, the City of Chicago and in each of the six collar counties; and WHEREAS, The members of The Chicago Association of Realtors, Inc. provide diverse and specialized services in the City of Chicago and the six collar county area in the fields of appraisals; buyer brokerage; commercial, industrial, and retail development; consulting services; estates; foreclosures; international affairs; investments; leasing; luxury homes; property management; and property rehabilitation; and WHEREAS, In addition to the unmatched array of member programs, products and services that The Chicago Association of Realtors, Inc. provides to its members, the Association also owns and operates the REALTORS Real Estate School and the Real Estate Education Company to provide critical real estate continuing education resources to real estate professionals in Chicago and the surrounding Illinois and
