AGREED RESOLUTIONS

HOUSE RESOLUTION 642
Offered by Representative Cross:
WHEREAS, The members of the Illinois House of Representatives are
pleased to recognize milestone events in the lives of the citizens of
the State of Illinois; and
WHEREAS, It has come to our attention that Roy W. Gustafson is
retiring from his duties as a Patrol Officer with the Montgomery Police
Department this year; and
WHEREAS, Patrol Officer Gustafson has served the Village of
Montgomery, Illinois for the past 22 years; and
WHEREAS, During his tenure with the Montgomery Police Department,
Officer Gustafson has served as a Patrol Officer, a Detective, and a
Juvenile Officer; in addition, he started the Neighborhood Watch
Program in Montgomery; and
WHEREAS, Officer Gustafson's outstanding conduct has resulted in
many letters of appreciation from the community; he is a professional,
dedicated, and exemplary representative of the Montgomery Police
Department and the Village of Montgomery, Illinois; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Officer
Roy W. Gustafson on his retirement from the Montgomery Police
Department and we wish him well in all of his future endeavors; and be
it further
RESOLVED, That a suitable copy of this resolution be presented to
Officer Roy W. Gustafson as an expression of our esteem.
HOUSE RESOLUTION 644
Offered by Representative Capparelli:
WHEREAS, The members of the Illinois House of Representatives are
honored to recognize milestone events in the lives of the citizens of
the State of Illinois; and
WHEREAS, It has come to our attention that Michael Bunyon has
retired from the Chicago Fire Department after 32 years of service; and
WHEREAS, Mr. Bunyon began his career with the Chicago Fire
Department on February 16, 1969, and at the time of his retirement in
April, 2001, he served as the Captain of Engine 79; and
WHEREAS, Mr. Bunyon throughout his career has had the love and
support of his wife of 22 years, Peggy, and his children, James,
Kristen, and Kari; and
WHEREAS, Mr. Bunyon served the members of the Chicago Fire Fighters
Union Local 2 in many capacities during his career, most notably as an
elected offical to Local 2's Executive Board; in his capacity as 3rd
District Business Agent, he represented Local 2 members from Chicago's
lakefront on the east to O'Hare International Airport on the west with
their best interests always in the forefront; and
WHEREAS, Members of the Chicago Fire Department will celebrate the
service of Michael Bunyon at a retirement party on February 20, 2002;
therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Michael
Bunyon on his retirement after 32 years of dedication and service to

WHEREAS, The members of the Illinois House of Representatives are
honored to recognize milestone events in the lives of the citizens of
the State of Illinois; and
WHEREAS, It has come to our attention that Donald Svachula has
retired from the Chicago Fire Department after 34 years of service; and
WHEREAS, Mr. Svachula began his career with the Chicago Fire
Department on August 16, 1967, and at the time of his retirement in
December, 2001, he served as Battalion Chief of Battalion 11; and
WHEREAS, Mr. Svachula throughout his career has had the love and
support of his wife, Barbara, and his children, Joseph, Peter,
Christopher, Annemarie, and Daniel; and
WHEREAS, Members of the Chicago Fire Department will celebrate the
service of Donald Svachula at a retirement party on February 20, 2002;
therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND

HOUSE RESOLUTION 646

WHEREAS, The members of the Illinois House of Representatives are
honored to recognize milestone events in the lives of the citizens of
the State of Illinois; and
WHEREAS, It has come to our attention that John R. Glennon has
retired from the Chicago Fire Department after 26 years of service; and
WHEREAS, Mr. Glennon began his career with the Chicago Fire
Department on June 30, 1975, and at the time of his retirement in
September, 2001, he served as a Firefighter/Paramedic for Engine
Company 83; and
WHEREAS, Mr. Glennon throughout his career has had the love and
support of his wife, Dauma, who is a Paramedic assigned to Ambulance
Company 40, his children, John, who is a Firefighter/EMT assigned to
Engine Company 68, Patrick, and Eileen, and his grandson, James; and
WHEREAS, Fondly known as the "Mouse", Mr. Glennon will be enjoying
his retirement in the sunny state of Florida until his wife, Dauma,
finds him another job; and
WHEREAS, Members of the Chicago Fire Department will celebrate the
service of John R. Glennon at a retirement party on February 20, 2002;
therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND

WHEREAS, The members of the Illinois House of Representatives are
honored to recognize milestone events in the lives of the citizens of
the State of Illinois; and
WHEREAS, It has come to our attention that Robert Maggioncalda has
retired from the Chicago Fire Department after 32 years of service; and
WHEREAS, Mr. Maggioncalda began his career with the Chicago Fire
Department on February 16, 1969, and at the time of his retirement in
November, 2001, he served as a firefighter assigned to Engine 124; and
WHEREAS, Mr. Maggioncalda throughout his career has had the love
and support of his wife, Eileen, his children, Frank, Carrie, Kelly,
Mark, and Brian and his grandchildren Anthony and Tiffany; and
WHEREAS, Members of the Chicago Fire Department will celebrate the

WHEREAS, Mr. Kowalski began his career with the Chicago Fire
Department on October 16, 1966, and at the time of his retirement in
November, 2001, he served as Lieutenant of Truck Company 9; and
WHEREAS, Mr. Kowalski throughout his career has had the love and
support of his wife, Carol, his children, John and Katherine, and his
grandchildren Erick and Kristen; and
WHEREAS, Mr. Kowalski will be best remembered as the esteemed
"Mayor of Wilson Avenue"; and
WHEREAS, Members of the Chicago Fire Department will celebrate the
service of Leroy Kowalski at a retirement party on February 20, 2002;
therefore, be it

retired from the Chicago Fire Department after 33 years of service; and

Department on November 1, 1968, and at the time of his retirement in
September, 2001, he served as a Firefighter assigned to Engine 124; and
WHEREAS, Mr. Schreiber throughout his career has had the love and
support of his wife of 34 years, Roseann, his children, Denise and
Sandra, and his grandchildren Justin and Sara; and
WHEREAS, Mr. Schreiber's plan for retirement is to one day be able
to shoot his age on the golf course and to be able to out drive his
playing partners just one time; and
WHEREAS, Members of the Chicago Fire Department will celebrate the
service of William Schreiber at a retirement party on February 20,
2002; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND

HOUSE JOINT RESOLUTION
CONSTITUTIONAL AMENDMENT 10
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING

HEREIN, that there shall be submitted to the electors of the State for
adoption or rejection at the general election next occurring at least 6
months after the adoption of this resolution a proposition to amend
Section 2 of Article X of the Constitution as follows:
ARTICLE X
EDUCATION
(ILCON Art. X, Sec. 2)
SECTION 2. STATE BOARD OF EDUCATION - STATE SUPERINTENDENT OF EDUCATION
CHIEF STATE EDUCATIONAL OFFICER
(a) There is created a State Board of Education to be elected or
selected on a regional basis. The number of members, their
qualifications, terms of office and manner of election or selection
shall be provided by law. The Board, except as limited by law, may
establish goals, determine policies, provide for planning and
evaluating education programs and recommend financing. The Board shall
have such other duties and powers as provided by law.
(b) A State Superintendent of Education shall be nominated at a
general primary election and elected by the electors of the State at
the general election every 4 years, beginning in 2004. The State
Superintendent of Education shall hold office for 4 years beginning on
the second Monday of January after his or her election. To be eligible
to hold the office of State Superintendent of Education a person must
be a United States citizen, at least 25 years old, and a resident of
the State for 10 years preceding his or her election.
The names of the candidates for State Superintendent of Education
shall be printed on the ballot directly below the names of the
candidates for Secretary of State.
Any vacancy in the office of State Superintendent of Education
shall be filled in the manner provided in Section 7 of Article V.
The State Superintendent shall be the chief educational officer of
the State. The State Board of Education shall appoint a chief state
educational officer.

SCHEDULE
This Constitutional Amendment takes effect upon being declared
adopted in accordance with Section 7 of the Illinois Constitutional
Amendment Act, and when the State Superintendent of Education initially
elected under Section 2 of Article X of the Illinois Constitution takes
office, the term of office of the chief state educational officer
appointed by the State Board of Education shall expire.
The foregoing HOUSE JOINT RESOLUTION CONSTITUTIONAL AMENDMENT 10

Section 8.1 to Article IV of the Illinois Constitution as follows:
ARTICLE IV
THE LEGISLATURE
(ILCON Art. IV, Sec. 8.1 new)
Section 8.1. Passage of Revenue Bills.
(a) A bill that would result in the increase of revenue to the
State may become law only with the concurrence of two-thirds of the
members elected to each house of the General Assembly.
(b) The General Assembly may not vote upon a bill that would
result in the increase of revenue to the State until a public hearing

on the bill has been held. Reasonable notice of the hearing, in no
event less than 2 weeks, shall be given to the public.
SCHEDULE
This Constitutional Amendment takes effect upon being declared
adopted in accordance with Section 7 of the Illinois Constitutional
Amendment Act.
